The tragic shooting death of 15-year-old Nooran Rezayi by Longueuil police has prompted significant scrutiny, as Quebec’s independent police oversight agency, the Bureau des enquêtes indépendantes (BEI), has submitted its findings to the provincial prosecution service. The incident, which occurred on September 21, 2022, followed a 911 call reporting a group of youths believed to be armed in a residential area. As investigations continue, the BEI’s report remains confidential, leaving many questions unanswered.

Circumstances Surrounding the Incident

Nooran Rezayi was shot by police after officers arrived in response to a call about potentially armed individuals. According to the BEI, the only firearm recovered at the scene belonged to the officer involved in the shooting, while a baseball bat, a backpack, and ski masks were also found. Crucially, no knives or sharp weapons were located. The BEI has noted concerning delays in notifying their agency about the shooting; police took an hour and thirty-six minutes before reporting the incident, during which they engaged with witnesses and sought video evidence, actions deemed inappropriate by the oversight body.

In their defence, Longueuil police have maintained that their actions were justifiable under the circumstances. Yet, the BEI has expressed that the investigation into a civilian’s death should not be conducted by the officers directly involved.

In response to the tragedy, Rezayi’s family has initiated a civil lawsuit against Longueuil police, seeking £1.7 million (approximately $2.2 million CAD). The family alleges the force used excessive and unreasonable measures against the teenager. Despite the accusations, these claims remain untested in a court of law. Their legal representatives recently released footage suggesting that shots were fired only ten seconds after police arrived on the scene. This footage was captured by nearby residents in the St-Hubert borough.

Moreover, Rezayi’s family has expressed dismay at the authorities, claiming they were left waiting five hours before being informed of the tragic news. The family’s legal team stated that numerous questions linger regarding both the shooting and the subsequent police conduct.

Calls for Independent Investigation

Longueuil Mayor Catherine Fournier has renewed calls for an independent investigation into the police force’s actions post-shooting, a demand she first made in December upon learning of troubling communications between the BEI and Longueuil police concerning their response. “My thoughts remain with Nooran’s family and loved ones,” Fournier stated, urging Public Security Minister Ian Lafrenière to initiate an independent inquiry without delay.

Minister Lafrenière confirmed his commitment to an administrative inquiry, affirming that should the truth remain obscured, he would advocate for a public inquiry. Meanwhile, Montreal police are engaged in a parallel investigation into the events leading up to the police’s arrival, having conducted searches related to the case last month.

A Complex Situation Unfolds

As the BEI’s report remains confidential, the prosecution service has indicated that a thorough review is necessary before any decisions regarding potential charges against the involved officer can be made. Crown spokesman Lucas Bastien noted that although the file submitted is extensive, the prosecutors will wait for all evidence before proceeding.

The situation continues to unfold, with the community and the Rezayi family seeking answers and justice. With public sentiment and political pressure mounting, the outcomes of both the BEI’s findings and the independent investigations are being closely monitored.

Why it Matters

The shooting of Nooran Rezayi has sparked a profound conversation about police accountability and the use of force. As Quebec grapples with these pressing issues, the ongoing investigations and potential legal ramifications could shape the future relationship between law enforcement and the communities they serve. The outcome will not only impact the Rezayi family but may also set a precedent for how similar cases are handled in the province, emphasising the need for transparency and justice in cases of police-involved fatalities.
