Just over five months following the tragic death of Nooran Rezayi, a 15-year-old boy shot by police in Longueuil, Quebec, the province’s independent police oversight agency has submitted its report to the prosecution service. The circumstances surrounding the September 21 incident, which occurred after police responded to a 911 call regarding a group of allegedly armed youths, remain deeply contentious. The Bureau des enquêtes indépendantes (BEI) confirmed that the only firearm recovered at the scene belonged to the officer involved in the shooting, raising serious questions about the appropriateness of police actions during the incident.

Details of the Incident

Nooran Rezayi was fatally shot by officers from Longueuil police, triggering an outcry from the community and calls for accountability. In addition to the officer’s firearm, police retrieved a baseball bat, a backpack, and ski masks from the scene, but no other weapons were found. The BEI has not yet released the specifics of its report, but it has faced criticism for the conduct of the Longueuil police in the aftermath of the shooting.

Allegations have emerged indicating that police failed to promptly notify the BEI about the shooting, waiting an alarming one hour and 36 minutes before doing so. During this delay, officers engaged in witness interviews and sought video evidence, a procedure the BEI asserts should not have been conducted by the officers involved in the incident. Longueuil police maintain that their actions were justified, citing the chaos of the situation.

The BEI’s report, which remains confidential, includes testimonies from police and witnesses, along with evidence collected at the scene. It is now up to the Directeur des poursuites criminelles et pénales (DPCP) to determine if criminal charges will be filed against the officer responsible for Rezayi’s death. Lucas Bastien, a spokesperson for the DPCP, noted that while the file is extensive, prosecutors will wait for all evidence, including two additional expert reports yet to be delivered, before making a decision.

Rezayi’s family has initiated a $2.2 million civil lawsuit against Longueuil police, asserting that the use of lethal force against the teenager was excessive. Their legal representatives have released video footage suggesting that shots were fired a mere ten seconds after police arrived, intensifying scrutiny regarding the officers’ decision-making. Furthermore, the family claims they were not informed of their son’s death for five agonising hours.

Calls for Independent Oversight

Longueuil Mayor Catherine Fournier has reiterated her demand for an independent investigation into the actions of the local police force, a request she initially made following revelations of correspondence between the BEI and police regarding their post-incident conduct. “My thoughts remain with Nooran’s family and loved ones,” Fournier stated, urging Public Security Minister Ian Lafrenière to expedite an inquiry now that the BEI investigation is complete. Lafrenière has committed to launching an administrative inquiry once the DPCP finalises its review, with a public inquiry on the table if necessary.

Compounding the situation, the Montreal police are concurrently investigating the events leading to the police intervention, having received a request from the BEI just two days after the shooting. Recent searches on the South Shore related to this investigation signal the seriousness with which authorities are treating the matter.

Why it Matters

The tragic death of Nooran Rezayi raises profound questions about police conduct and accountability in Quebec. As the community grapples with the aftermath, the call for transparency and reform in policing practices becomes increasingly urgent. The outcomes of both the criminal and civil proceedings will not only impact Rezayi’s family but also have wider implications for public trust in law enforcement across the province. Ensuring that justice is served and that lessons are learned from this incident is essential in fostering a safer environment for all citizens.
