The BEI’s report, which remains confidential, follows serious allegations that the Longueuil police mishandled the situation after the incident. Notably, documents from the BEI indicated that there was a delay of one hour and 36 minutes before the oversight agency was notified about Rezayi’s death. During this time, police interviewed witnesses and collected video evidence, a move that has been scrutinised by the BEI, which stated that the conduct of Longueuil police was inappropriate given the circumstances.

In a defence of their actions, representatives from Longueuil police have stated that both the delay and the officers’ conduct were justified under the circumstances. The BEI is mandated to investigate incidents where civilians are killed or seriously injured during police interventions, and now the prosecution service must decide whether charges against the involved officer are warranted.

Crown prosecutor Lucas Bastien commented on the extensive nature of the investigation file submitted by the BEI, emphasising that prosecutors will require sufficient time to assess all evidence before determining if any criminal charges will be brought forth. To ensure impartiality, the case will be overseen by prosecutors who do not have ties to Longueuil police.

In a parallel legal action, Rezayi’s family has initiated a civil lawsuit against the police, seeking $2.2 million. They allege that the force used was excessive and unwarranted. Their legal representatives have suggested that video evidence shows shots being fired merely ten seconds after police arrived at the scene. Furthermore, the family claims they were not informed of Rezayi’s passing for five hours following the shooting.

Calls for Accountability

As the community grapples with the implications of this tragic event, Longueuil’s Mayor, Catherine Fournier, has reiterated her call for an independent investigation into the police force’s actions. This request gained momentum after revelations regarding the conduct of officers in the aftermath of the shooting. Fournier expressed her condolences to Rezayi’s family and urged the provincial Minister of Public Security, Ian Lafrenière, to expedite an independent inquiry.

Lafrenière has responded by committing to an administrative investigation, stating that once the prosecution service has all necessary documentation, the inquiry will proceed. He also emphasised his readiness to initiate a public inquiry if the truth remains elusive.
