The tragic death of 15-year-old Nooran Rezayi, who was shot by police in Longueuil, has prompted a comprehensive investigation from Quebec’s independent police oversight body. Over five months since the incident, the Bureau des enquêtes indépendantes (BEI) has submitted its findings to the province’s prosecution service, sparking renewed calls for accountability and transparency in policing methods.
The Incident and Initial Response
On September 21, 2023, Longueuil police responded to a 911 call reporting a group of youths allegedly armed in a residential area. The circumstances surrounding the shooting remain murky; according to the BEI, only the officer’s firearm was recovered at the scene. In addition to the weapon, police retrieved a baseball bat, a backpack, and ski masks, but no other weapons were found.
Controversy has arisen regarding the police’s actions post-incident. Documentation from the BEI reveals that it took 1 hour and 36 minutes for officers to notify the oversight agency about the shooting, during which time they conducted interviews with witnesses and sought video evidence. The BEI has stated that Longueuil police should not have been involved in investigating the shooting of a civilian by one of their own officers.
Longueuil police have defended their actions, asserting that both the delay and the investigative steps taken were reasonable given the circumstances.
Progress of the Investigation
The BEI’s report, although not publicly available, is said to contain statements from both police officers and witnesses, alongside various pieces of physical evidence. It is now the responsibility of the Directeur des poursuites criminelles et pénales (DPCP) to determine if any charges are warranted against the officer involved.
Crown spokesperson Lucas Bastien indicated that the investigation file is substantial, and while prosecutors are beginning their review, they will require all evidence before making any decisions regarding potential criminal charges. To ensure impartiality, the case will be managed by prosecutors who are not affiliated with Longueuil police.
Legal Action and Community Outcry
In a significant development, Rezayi’s family has initiated a civil lawsuit against Longueuil police, seeking $2.2 million in damages. They argue that the use of lethal force against the teenager was both unreasonable and disproportionate. The family’s legal representatives have presented video evidence that allegedly shows shots being fired just ten seconds after police arrived at the scene, raising further questions about the appropriateness of the officers’ response.
Additionally, the family has expressed distress over the five-hour delay in being informed of Nooran’s death. Their legal team reiterated that numerous questions remain unanswered regarding the sequence of events and the justification provided for the shooting.
Calls for Independent Oversight
Longueuil Mayor Catherine Fournier has renewed her call for an independent investigation into the police force’s conduct. She initially urged for this inquiry in December, citing concerning communications between the BEI and Longueuil police regarding their post-incident behaviour. “My thoughts continue to be with Nooran’s family and loved ones,” she stated. Mayor Fournier has also appealed to the Minister of Public Security, Ian Lafrenière, to expedite an investigation once the DPCP has completed its review.
Minister Lafrenière has committed to initiating an administrative inquiry, with a promise to launch a public inquiry if the situation demands it. Concurrently, Montreal police are conducting their own investigation into the events leading up to the police being called, following a request from the BEI just two days after the tragic shooting.
Why it Matters
The shooting of Nooran Rezayi has triggered profound implications for policing in Quebec, highlighting the urgent need for transparency and accountability in law enforcement. As the investigation unfolds, it raises critical questions about police protocols and the urgency of reforming practices to protect civilians, particularly the youth. This incident serves as a stark reminder of the delicate balance between public safety and the rights of individuals, underscoring the necessity for thorough oversight and community trust in policing institutions. The outcome of this case could set a significant precedent for how similar events are handled in the future.
