The Bureau des enquêtes indépendantes (BEI) has indicated that the only firearm recovered at the scene belonged to the officer involved in the shooting, while other items, including a baseball bat and ski masks, were also taken into custody.

The shooting incident took place on September 21, 2022, when officers arrived on the scene following the emergency call. According to the BEI, their investigation revealed that police took an extended period—1 hour and 36 minutes—to notify the oversight agency about the shooting. During this time, officers conducted witness interviews and gathered video evidence, actions deemed inappropriate by the BEI, as Longueuil police should not have been investigating a fatality involving one of their own officers.
Despite these claims, Longueuil police defended their actions, asserting that the delay and the conduct of their officers were justified under the circumstances they faced that day.
The Legal Proceedings Ahead
Now, the BEI’s report has been handed over to the Directeur des poursuites criminelles et pénales (DPCP), which will assess whether any charges should be brought against the officer responsible for Rezayi’s death. The watchdog agency has stated that the report includes testimonies from police and witnesses, as well as physical evidence collected at the scene. While the report remains confidential, the DPCP has acknowledged the need for thorough scrutiny before proceeding with any legal actions.
Crown spokesperson Lucas Bastien emphasised that the case will be handled by prosecutors who do not have ties to Longueuil police, ensuring an unbiased review. He noted the extensive nature of the file submitted to them, indicating that prosecutors will require additional time to review the evidence comprehensively.
Family’s Response and Ongoing Investigations
In addition to the ongoing police investigation, Rezayi’s family has filed a civil lawsuit for $2.2 million against Longueuil police, claiming that the force used against the boy was both unreasonable and disproportionate. Notably, the family’s legal team has suggested that video evidence indicates shots were fired merely ten seconds after police arrived—a timeline that raises further questions about the appropriateness of the officers’ actions.
Furthermore, the family expressed their frustration at being informed of their son’s death five hours after the incident took place. Longueuil Mayor Catherine Fournier has reiterated her call for an independent examination of the police force’s actions, particularly following revelations about communications between the BEI and local police post-incident. She has urged the province’s Minister of Public Security, Ian Lafrenière, to expedite an independent inquiry into the events surrounding Rezayi’s death. Lafrenière has committed to launching an administrative investigation once the DPCP has all necessary information, and he has even indicated plans for a public inquiry if the truth remains obscured.
In parallel, Montreal police are conducting their own investigation into the circumstances leading to the police being dispatched to the scene. This inquiry was initiated shortly after the shooting and has involved several searches on the South Shore.
