Unanswered Questions Haunt Family of Belfast Man Found Dead in Dublin

The family of a Belfast man whose body lay unidentified in a Dublin morgue for over a year, despite him carrying identification, are seeking answers about his mysterious death. James O’Neill, a 43-year-old father of two, was discovered in Phoenix Park, Dublin, in November 2023, but it was not until December 2024 that his family were informed of his passing.

The O’Neill family met with investigators from Fiosrú, the office of the police ombudsman in the Republic of Ireland, as they launched an investigation into the case. Paul O’Neill, James’ father, expressed his family’s frustration at the lack of a public appeal by the Garda Síochána (Irish police) during their initial investigation. He noted that his son had “nine separate identification items” on him when he was found, yet was still treated as an unidentified person.

The family’s solicitor, Pádraig Ó Muirigh, described the case as “very tragic but also very preventable,” highlighting “serious shortcomings” in the Garda investigation. Ó Muirigh said the family is concerned about how they were treated and hopes they will get answers not only about James’ death but also the investigation process.

An inquest into James’ death, scheduled to take place in Dublin last week, was adjourned. The family has also engaged a former state pathologist in Northern Ireland, Jack Crane, to review the case.

Paul O’Neill spoke of his son’s vibrant social life and love of travel, adding, “Regardless of whose son it is, we don’t think that anyone should be subject to the type of disregard and negligence that Jim was treated to.”

In a statement, the Garda Síochána said they could not comment on the matter as it is being investigated by Fiosrú. The police ombudsman’s office confirmed that they met with the O’Neill family on Monday and have no further comment as the investigation is ongoing.

The case has left the O’Neill family with “devastating, bewildering, confusing” questions that remain unanswered. They hope the Fiosrú investigation will lead to changes to prevent similar incidents in the future and provide them with the closure they so desperately seek.
