An inquiry has been initiated by the Independent Office for Police Conduct (IOPC) regarding the actions of eleven Metropolitan Police officers linked to a tragic incident in Wimbledon that resulted in the deaths of two schoolgirls three years ago. The IOPC is examining the initial inquiry’s management, which has raised significant concerns among the families of the victims.
Fatal Incident Overview
On a sunny day in July 2023, eight-year-olds Nuria Sajjad and Selena Lau lost their lives when a Land Rover, driven by Claire Freemantle, collided with a gathering at The Study Preparatory School. The vehicle struck the children during an end-of-term tea party on the school lawn. Following the incident, the Crown Prosecution Service determined that Freemantle had experienced an undiagnosed epileptic seizure, resulting in no charges being filed. However, both families have long contended that the investigation was mishandled and flawed.
Families Seek Justice
The families of Nuria and Selena expressed feelings of hope following the announcement of the IOPC inquiry. In a statement, they said, “We have always sought the truth, and will continue to champion the pursuit of complete clarity on the events of that devastating day and subsequent actions taken by the Metropolitan Police. The truth must come to light.” The IOPC commenced its investigation in August 2025, responding to the families’ calls for accountability.
The inquiry will scrutinise allegations that officers provided misleading information and whether their treatment of the victims was influenced by their race. Additionally, the IOPC will assess the overall quality and management of the investigation, including the conduct of the officers involved and their interactions with the victims’ families.
Officers Under Scrutiny
Among those under investigation, four serving officers hold various ranks, including commander and detective chief inspector, while two detective constables are facing misconduct-level inquiries. Commander Charmain Brenyah, who heads the Met’s Roads and Transport Policing Command, expressed condolences to the victims’ families, highlighting the importance of independent scrutiny in this case. “It is right that our initial handling of this incident be independently scrutinised, and we will provide every assistance to the IOPC as their investigation continues,” she stated.
The Metropolitan Police announced the reopening of the investigation in October 2024 after an internal review identified additional lines of inquiry. Freemantle was re-arrested in January 2025 on suspicion of causing death by dangerous driving, and she was interviewed again in July 2025. Previously, Freemantle expressed her “deepest sorrow” regarding the incident, yet maintained that she had no recollection of the events.
Families Demand Answers
The Sajjad family, still grappling with their loss, has voiced frustration over the lack of progress and transparency from the Crown Prosecution Service. Nuria’s mother, Smera Chohan, articulated her emotional turmoil, questioning why the investigation had not been handled more competently. “I want to understand why I have been treated so cruelly, unfairly, and in an inhumane way,” she remarked, highlighting the ongoing pain of navigating the legal system while grieving her daughter.
Sajjad Butt, Nuria’s father, echoed these sentiments, expressing discontent with the CPS’s communication, stating, “As the organisation that is supposed to move towards justice for victims, it seems rather unwilling to engage with victims.” The couple remains steadfast in their pursuit of justice, despite feeling abandoned by the system designed to protect them.
A Continued Fight for Justice
As the families marked their daughters’ 11th birthdays, they reflected on the emotional toll the tragedy has taken on their lives. “I felt horrific shame sitting with Nuria at her grave all day on 20 March,” Butt shared. The ongoing uncertainty has left the families feeling isolated and unheard.
In response to the inquiries, the CPS acknowledged the distress caused by the delays, committing to reach a final decision as soon as possible. They stated, “We appreciate the ongoing distress any delay may cause and are committed to making a final decision as soon as possible.”
