A recent change in Canadian citizenship legislation has opened the floodgates for potentially millions of Americans seeking dual citizenship, prompting a notable surge in applications. As the new law, which came into effect on December 15, 2025, allows individuals with Canadian ancestry to claim citizenship, many are now rushing to trace their roots and complete the necessary paperwork.

A Surprising Discovery for Many

For individuals like Zack Loud from Farmington, Minnesota, the recent developments have been eye-opening. He discovered that he and his siblings were already considered Canadian citizens due to their grandmother’s nationality. “My wife and I had been contemplating job opportunities abroad, but this citizenship news has certainly put Canada at the forefront of our options,” Loud remarked.

Since the law’s enactment, immigration lawyers across North America have reported overwhelming demand for assistance in filing citizenship applications. Nicholas Berning, an immigration attorney based in Bellingham, Washington, noted, “Our practice has been inundated with inquiries. We’ve had to prioritise these cases to keep up.” In Vancouver, Amandeep Hayer echoed this sentiment, revealing that his consultations have skyrocketed from around 200 cases annually to over 20 each day.

Understanding the New Law

Canada has been gradually reforming its citizenship laws to rectify historical oversights and discrimination. Previously, citizenship by descent was limited to one generation, which meant that only children of Canadian parents could inherit citizenship. The introduction of Bill C-3 now allows individuals born before December 15, 2025, to claim citizenship if they can prove a direct lineage to a Canadian ancestor, which includes grandparents and even great-grandparents.

While these descendants are considered citizens under the new law, they must still provide documentation to obtain a citizenship certificate. Hayer estimates that millions of Americans could qualify, stating, “You are Canadian, and you’ve been considered one your whole life. This application is simply a recognition of an inherent right.”

Motivations Behind the Rush

The reasons behind the wave of applications vary widely. Political climate in the United States, particularly during the Trump administration, has prompted many to explore options beyond the border. Michelle Cunha from Bedford, Massachusetts, reflected on her three decades of political activism, stating, “After giving my all to improve the U.S., I’ve realised we are far from the ideals we aspire to. Canada seems like a better option.”

Troy Hicks, whose great-grandfather was Canadian, shared a similar sentiment, recalling an encounter during an international trip that made him reconsider his options. “Hearing criticism of the U.S. right after arriving in Australia made me think differently about my nationality,” he explained. Maureen Sullivan from Naples, Florida, expressed her concerns about the state of affairs in America, particularly a recent immigration crackdown that affected her family. “When I heard about this bill, it felt like a gift—a security measure for the future,” she said.

Application Costs and Processing Times

For those already equipped with the necessary documentation, applying for proof of citizenship is relatively affordable, costing approximately £75. However, for individuals opting to seek legal assistance, costs can escalate significantly. Cunha estimates her expenses, including attorney fees, could reach £5,000. Conversely, Mary Mangan from Somerville, Massachusetts, successfully submitted her application independently, noting that many people could likely navigate the process without professional help.

According to the Immigration, Refugees and Citizenship Canada office, the current processing time for citizenship certificates is around ten months, with over 56,000 applications pending. Since the law’s implementation, 1,480 individuals have had their citizenship by descent confirmed, although not all of these applicants are American.

Canadian Perspectives on the Influx

While Canadians are generally known for their welcoming nature, some concerns have been voiced regarding the influx of applications from Americans. Fen Hampson, a professor of international affairs at Carleton University in Ottawa, noted, “There’s a degree of apprehension towards individuals who have minimal connections to Canada, as they may be perceived as ‘citizens of convenience.’” He also highlighted the potential delays this surge could cause for refugees and asylum seekers, stating, “Canadians are sensitive to the idea of queue jumping.”

Why it Matters

This shift in Canadian citizenship policy not only provides a lifeline for many Americans seeking stability but also raises questions about national identity and the implications of dual citizenship in a time of global uncertainty. As more individuals look to establish ties with Canada, the broader impact on immigration, social dynamics, and international relations will undoubtedly unfold in the coming years.
