The Ontario government has taken decisive action against the Board of Governors at Conestoga College, citing significant financial mismanagement as the reason for the board’s dismissal. In a statement released on Thursday, officials revealed that an extensive audit uncovered severe oversights, including questionable financial decisions that raised alarms about the college’s governance.

Among the most alarming findings was the approval of a staggering salary increase for the former president of the college, amounting to over £636,000—a 55 per cent rise. Furthermore, the investigation revealed that the termination payment for this president was an extraordinary 83 times his monthly salary, far exceeding the legal limit of 24 months set for public sector compensation.

Conestoga College, located in the Kitchener-Waterloo area and featuring several campuses throughout the region, thrived during the international student boom from 2014 to 2024. However, recent federal policy changes aimed at reducing the influx of international students have led to a sharp decline in revenue for the college, prompting significant layoffs.

In light of the financial turmoil, Conestoga College has laid off over 500 employees, marking one of the largest workforce reductions in Ontario’s college sector. This drastic measure reflects the financial strain that the institution is currently facing, as it grapples with the fallout from declining student enrolment and revenue.

John Tibbits, the former president who oversaw the college for more than thirty years, retired earlier this year, leaving behind a contentious legacy amid these financial challenges.

New Leadership to Restore Governance

To address these issues, the Ontario government has appointed Linda Franklin, the former president of Colleges Ontario, as the new administrator tasked with restoring financial stability and governance at Conestoga College. “Under the administrator’s oversight, I expect that responsible fiscal decision-making will return to Conestoga College, setting the college on the right path to producing the graduates Ontario needs,” stated Nolan Quinn, Minister of Colleges, Universities, Research Excellence and Security.

The government’s announcement further detailed concerning travel expenses incurred by senior leaders at Conestoga, including a trip to Italy where business-class airfare and luxury accommodations were covered by the college. Additionally, hospitality costs were approved without the necessary scrutiny, exemplified by a lavish $1,300 staff meal, more than half of which was spent on alcohol.
