In a remarkable turn of events, a man who sexually assaulted a 13-year-old girl nearly 30 years ago has been brought to justice. Richard Downey, now 55 years old, was sentenced to eight years in prison for the horrific attack that occurred on 23 September 1997 in Caerphilly, Wales.
The incident took place as the young victim was walking home from the library in her school uniform. Downey, armed with a screwdriver, ambushed her on a secluded footpath, pulled her to the ground, and sexually assaulted her. The traumatised teenager managed to escape and immediately reported the attack to the police, but at the time, DNA evidence was unable to link Downey to the crime.
It wasn’t until earlier this year, when Downey was arrested for an unrelated child sex offence, that a DNA sample taken from him provided a match to the 1997 assault. This “breakthrough” in the case led to his arrest and subsequent conviction.
In a heartbreaking statement read in court, the victim, now a grown woman, described the lasting impact of the attack. “While the assault only lasted a few minutes, the impact it has had on me has lasted a lifetime,” she said. “I was so much smaller than my attacker and in no way able to defend myself.”
The judge, Daniel Williams, condemned Downey’s “astounding hubris” in believing he would never be caught. “You are wholly unburdened by guilt and you are arrogant beyond measure,” the judge said, sentencing Downey to eight years in prison with an extended licence period of two years.
Catherine Miles of the Crown Prosecution Service expressed hope that the victim would find some comfort in knowing her attacker had finally been brought to justice. “Richard Downey might have thought that after all these years he could get away with his crime, but DNA evidence was able to prove that he was the culprit,” she said.
This case serves as a stark reminder that the pursuit of justice can sometimes take decades, but with the advancement of forensic technology, even the most cold of cases can be solved.
