The World Health Organization (WHO) has officially classified the recent Ebola outbreak linked to the Bundibugyo virus in the Democratic Republic of Congo and Uganda as a public health emergency of international concern. This alarming decision follows the report of at least 131 suspected fatalities and over 500 suspected cases, with the virus having circulated undetected for several weeks. The outbreak’s progression has raised significant fears among health officials, particularly due to its emergence in urban settings and the deaths of healthcare workers.
Background of the Outbreak
The Bundibugyo virus, a rare strain of the Ebola virus, has no available vaccines or approved treatments, which complicates response efforts. WHO Director-General Tedros Adhanom Ghebreyesus expressed deep concern regarding the outbreak’s scale and potential impact, noting that this declaration marks the first time a public health emergency has been announced prior to convening an emergency committee.
During a briefing, Ghebreyesus stated, “I did not do this lightly,” emphasising the urgency of addressing the outbreak in light of urban transmission and significant population movements. The WHO will convene its emergency committee to strategise further actions against the outbreak.
Current Situation and Confirmed Cases
As of now, laboratory testing has confirmed 30 cases directly linked to the outbreak. Among those affected is an American doctor, Peter Stafford, who had been treating patients in Bunia. He has since been transferred to Germany for treatment. Three colleagues, including Stafford’s wife, are currently asymptomatic but were working at the same facility.
The outbreak, which was first confirmed on May 14, has prompted health authorities to intensify their response, especially given that Bundibugyo has previously resulted in severe outbreaks, albeit less frequently than other Ebola strains.

Misleading test results initially delayed the response; samples from the first suspected cases were tested for the more common Zaire strain, which returned negative results. Dr. Richard Kitenge, head of operations at the Centre des Opérations d’Urgence de Santé Publique, highlighted the importance of rapid identification and isolation of cases, especially considering previous successful responses to Ebola outbreaks in the region. He stated, “We have managed enough epidemics in the country without treatment,” underscoring the need for effective public health strategies, including proper protective equipment for healthcare workers and community education.
