In a significant move towards strengthening bilateral relations, India’s Minister of Commerce and Industry, Piyush Goyal, has underscored the transformative potential of Prime Minister Mark Carney’s recent visit to India. This week, Goyal is in Canada for a series of discussions focused on trade and investment, marking a crucial step in the journey toward a comprehensive free-trade agreement anticipated by 2026.

A New Era of Cooperation

Goyal’s remarks, made prior to his meeting with Canada’s International Trade Minister Maninder Sidhu, reflect a shared optimism about the future of Canada-India relations. “Both nations are poised to enhance their economic ties,” Goyal stated, highlighting the importance of the partnership in the coming years. The relationship, which has seen its ups and downs, is now on the cusp of a significant transformation.

The backdrop to these discussions includes a history of trade negotiations dating back to 2010. However, the talks faced a setback in 2023 when Canada halted discussions following accusations that the Indian government was involved in the assassination of a Canadian Sikh activist in Surrey, British Columbia. This tension has since been addressed, paving the way for renewed dialogue.

Carney’s Diplomatic Endeavours

The recent visit by Prime Minister Carney to India in March marked the first such trip by a Canadian leader in eight years. Carney prioritised the recalibration of relations with India, culminating in a meeting with Indian Prime Minister Narendra Modi. During this visit, a series of significant agreements were signed, including a noteworthy $2.6 billion deal to supply approximately 22 million pounds of uranium to India for nuclear energy production, along with ten commercial agreements valued at over $5.5 billion.

Goyal expressed that Carney’s visit represented a pivotal moment, stating, “It has set in motion the pathway to a complete overhaul of this relationship, setting new agendas and goals.” He emphasised the speed and determination of both countries to collaborate more effectively.

Ambitious Trade Goals

As part of their ambitious agenda, Goyal announced plans to escalate bilateral trade to USD 50 billion by 2030. This goal is complemented by the aspiration to finalise a free-trade agreement within the next year, which would significantly enhance economic cooperation between the two nations.

Accompanying Goyal on this trip is a delegation of over 100 senior business representatives from key sectors including mining, energy, automotive, and aerospace. This delegation is being hailed as the largest business mission to Canada from India, underscoring the seriousness of India’s intent to strengthen trade ties.

Minister Sidhu noted the innovative approach to diplomacy being employed, describing it as “WhatsApp diplomacy,” which reflects a modern method of engaging with one another. He confirmed that Canada is planning to send a delegation to India later this year to continue these vital trade discussions.

Broader Economic Strategy

The Canadian government has been proactive in its global trade strategy, aiming to double non-U.S. exports over the next decade. In the past year alone, the Liberals have proudly announced the signing of 20 strategic trade and defence agreements worldwide. Since taking office, Prime Minister Carney has made significant strides, embarking on 17 international trips across 25 countries, further solidifying Canada’s commitment to enhancing its global economic footprint.

Additionally, Minister Sidhu has indicated that the government is seeking to finalise two more major trade agreements before the year concludes, targeting the South American trade bloc Mercosur and the Association of Southeast Asian Nations (ASEAN).
