In a significant move to bolster defence and industrial collaboration, Prime Minister Mark Carney announced a new security agreement during his visit to France on Friday. This agreement aims to facilitate the exchange of classified information between Canada and France, particularly in sectors such as defence, aerospace, critical minerals, and artificial intelligence. The announcement was made at the historic Palais de l’Elysée alongside French President Emmanuel Macron, marking another step in the evolving relationship between the two nations.

Enhanced Defence Co-operation

Prime Minister Carney highlighted the growing partnership between Canadian and French businesses in key sectors. “What this means is an ability to exchange classified information between our defence, our space, our AI and our aerospace sectors,” Carney noted, emphasising the importance of this agreement in making Canadian firms more competitive in accessing French defence procurement opportunities.

This agreement comes on the heels of Canada’s accession to Europe’s SAFE Instrument, a substantial loan initiative valued at €150 billion. By joining this programme, Canada secures preferential access to defence contracts financed through the EU, further integrating its military industry with European partners.

Bilateral Discussions Ahead of G7

Following their joint statement, Carney and Macron engaged in discussions covering a range of topics, including trade, energy, and critical minerals. Notably, they touched upon France’s recent acquisition of two de Havilland water bombers built in Calgary, Alberta. This meeting is particularly timely, occurring just days before the G7 summit scheduled for June 15-17, where Macron will preside as host.

Carney’s visit marks at least the seventh direct engagement between the two leaders since he assumed office in March 2025. As they prepare for the G7 summit, which will focus on pressing geopolitical issues, Carney’s strategic dialogue with Macron is seen as an opportunity to align their approaches.

In light of the upcoming summit, reporters queried Carney about any advice he might offer Macron regarding interactions with U.S. President Donald Trump. Carney suggested that Macron’s extensive experience within the G7 makes him well-equipped to handle such discussions, asserting, “He’s an extremely experienced statesman.”

This year’s summit in Évian-les-Bains is poised to address significant global challenges, including the support for Ukraine amidst ongoing geopolitical tensions. Former G7 representative Senator Peter Boehm highlighted the importance of Carney’s pre-summit engagement, noting it allows for strategic planning between the two leaders.

Commitment to Online Safety

In addition to defence matters, Carney and Macron also discussed initiatives aimed at enhancing online safety for children. Macron has recently supported legislation in France that prohibits social media access for those under 15 years of age, a move that aligns with Canada’s own legislative efforts introduced this week. Bill C-34, if passed, would impose regulations on social media companies to prevent access for users under 16, unless robust protections are established.

Macron commended Canada’s initiative on social media regulation, stating, “Thanks for joining the movement.” As both nations prioritise the online safety of young users, this collaboration signifies a shared commitment to addressing digital harms.
