Dr. Reginald Bibby, a renowned sociologist and author, has suggested that the CFL should also consider integrating American franchises to enhance its viability and revenue streams. Quebec City: A Potential New Home for CFL
Veteran journalist Sylvain Bouchard recently revealed that the CFL is actively pursuing a new franchise in Quebec City, supported by plans for a state-of-the-art $350-million stadium with a capacity of 25,000 seats. “Quebec City could certainly be a launch point for this expansion,” he stated in a recent interview. “However, without American teams, the excitement for the CFL in the U.S. will be limited.” Bibby emphasises that securing a lucrative media deal in the U.S. is paramount for the league’s growth, a goal that has evaded the CFL in recent years.
Proposed American Markets
Dr. Bibby has identified several potential American cities that could host CFL franchises, including locations such as Spokane, Milwaukee, and Detroit. He envisions a structured expansion that maintains the current East-West division format while allowing American teams to operate within their own division, thereby igniting regional enthusiasm and engagement.
“The beauty of this plan is that the necessary stadiums already exist in these U.S. markets,” he explained. “The key will be attracting investors who share the vision of regional involvement. If executed correctly, this could happen quickly and generate considerable excitement in Canada.”

Despite Bibby’s compelling arguments, CFL Commissioner Stewart Johnston has reiterated the league’s commitment to the Canadian market. “The CFL is on a growth trajectory,” he stated. “We are primarily focused on Canada and remain encouraged by the interest from prospective ownership groups in various Canadian locales.”
