In a significant move to safeguard public health and environmental integrity, Wyoming authorities have tightened regulations on wastewater disposal after a contractor for Meta, the parent company of Facebook, improperly discharged contaminated water during the construction of a new datacentre. The incident, which involved the presence of bacteria in wastewater, has sparked a broader conversation about the ecological impact of datacentres, as they continue to proliferate across the United States.
Contamination Incident Unfolds
The issue arose during the construction of Project Cosmo, an expansive 800,000 square foot datacentre located in Cheyenne’s High Plains Business Park. Routine testing in February uncovered the presence of the bacteria Cupriavidus gilardii in the wastewater emanating from the facility’s cooling system. This discovery led to immediate intervention from local water authorities and prompted a re-evaluation of existing wastewater management practices.
City officials identified Goat Systems LLC, a contractor based in Delaware, as responsible for the contamination. In response, the Cheyenne Board of Public Utilities (BOPU) has permanently revoked Meta’s permission to discharge wastewater into the city’s treatment facilities, which play a vital role in recycling water for public irrigation.
New Regulations Implemented
In light of this incident, Cheyenne has introduced stringent new policies governing wastewater discharges from datacentres, particularly those employing closed loop cooling systems. Frank Strong, BOPU’s engineering and water resource division manager, confirmed that the new regulations require companies to establish dedicated collection systems that divert wastewater from cooling equipment directly to storage tanks for safe offsite disposal. This shift aims to mitigate potential health risks associated with aerosolised contaminants in irrigation systems, which could pose threats to public health.
“Given that the bacterium can become airborne when sprayed onto grass, we are taking proactive steps to ensure that our irrigation practices do not compromise community safety,” Strong explained.
Meta’s Response and Community Concerns
Meta has publicly committed to cooperating fully with local authorities to rectify the situation. A spokesperson from the company stated that upon learning of the contamination, Fortis, its general contractor, immediately ceased discharging wastewater and began transporting it offsite for proper disposal. Independent testing by an environmental specialist subsequently found no traces of the bacteria in the water.
Despite reassurances from Meta, community opposition to Project Cosmo was already escalating prior to the contamination incident. Local residents have voiced concerns regarding the environmental impact of such large-scale datacentres, which are notorious for their enormous energy and water demands. According to Data Center Map, the U.S. is home to nearly 4,500 datacentres, some of which consume as much water daily as 1,000 households combined.
Health Risks of Cupriavidus gilardii
Cupriavidus gilardii, while naturally occurring, is classified as an “opportunistic pathogen” that poses a risk primarily to individuals with compromised immune systems or pre-existing health conditions. The bacterium has been linked to rare infection cases, including a tragic incident involving a patient who succumbed to septic shock during a medical procedure. Although such occurrences are infrequent, the potential for health risks has intensified scrutiny over wastewater management practices, particularly in areas where public health could be jeopardised.
