A devastating incident unfolded in the Strait of Georgia when the fishing charter vessel Top Ocean sank, leading to a major search operation and the tragic loss of six lives. This catastrophe has raised serious questions about safety practices within the fishing charter industry in British Columbia, particularly regarding the responsibilities of operators during emergencies.

A Day of Joy Turns to Despair

On June 28, the Top Vancouver Fishing Charter company shared an enthusiastic post on the Chinese social media platform Red Note, celebrating a successful day at sea. The post touted a bountiful catch from their larger 11-metre vessel, complete with video footage showcasing the excitement of clients reeling in fish. However, unbeknownst to their followers, the charter’s other vessel, the nine-metre Top Ocean, had already sunk.

The automatic identification system from Top Ocean transmitted its last signal at 10:35 a.m. Shortly after, the vessel encountered disaster, with a mayday call received at 11:45 a.m. from a passing sailor. Angus Stauffer, who was sailing with his wife, reported seeing five people in the water without life jackets. They managed to rescue three, while others assisted in the rescue of a fourth individual. Tragically, four others remain unaccounted for, including Chen Ming, the 22-year-old captain.

Questions Arise Over Operator Response

Ashley Lin, the mother of Captain Chen, expressed disbelief at the lack of immediate action from the charter’s operator, known as “Rocky,” when the Top Ocean lost contact. Lin encountered the operator later that evening, hours after the incident, while he was unloading clients from the larger vessel. She stated, “As a boat operator, if you can’t get in touch with the other boat, you should at least drop off the clients and then check on the boat immediately.”

The distressing timeline indicates a lag in response, prompting further scrutiny into the charter’s operational protocols. Lin’s concerns have been echoed by various parties, with calls for accountability in the wake of such a preventable tragedy.

Investigation and Regulatory Actions

In light of the incident, Transport Canada has detained the charter’s larger vessel, citing multiple safety deficiencies, including operating a pleasure craft as a commercial passenger vessel. The Top Ocean, once a source of pride for its owners, is now resting at the sea floor near Roberts Bank, having been located by an underwater drone.

Investigators are currently examining the circumstances surrounding the sinking, including the vessel’s maintenance history. Reports suggest that the Top Ocean had a malfunctioning side door just days before the incident, which raises questions about the vessel’s seaworthiness.

The owners, Lihe Yin and Shengnan Song, have faced scrutiny not only for the safety of their vessels but also for the qualifications of their crew. Lin has expressed uncertainty regarding her son’s licensing and whether he was adequately trained to captain a charter boat.

Community Mourning and Calls for Change

As the search for the missing individuals continues, the community has rallied around the families affected by this tragedy. Vigils and gatherings are being organised to honour the lost lives, while others have begun to advocate for stricter regulations within the fishing charter industry.

The emotional toll on families, particularly those of the missing, is profound. Lin articulated her heartbreak, stating, “I just want to know how this could happen. My son was a responsible child.”

The incident has sparked a broader conversation about maritime safety and accountability in the fishing charter sector. As families await news of their loved ones, the industry must confront its practices to prevent future tragedies.

Why it Matters

This tragic incident underscores the urgent need for enhanced safety protocols and regulatory oversight in the fishing charter industry. The loss of six lives is a stark reminder of the potential dangers at sea and the crucial importance of proper training, vessel maintenance, and emergency response preparedness. As investigations continue, this event could serve as a catalyst for significant reforms, ensuring the safety of those who seek adventure on the waters of British Columbia.
