Perrault’s statement highlighted that the risks associated with drawing additional crowds outweighed the benefits of prior notification. “Staff recognise that the display caused concern and disturbance for some residents, particularly given the absence of advance notice,” he said.

In an effort to ensure safety, NAV CANADA, the entity responsible for managing Canadian civil airspace, issued a notice three days prior to the event, restricting flights up to 2,000 feet above sea level during the fireworks. The announcement applied to all aircraft, including drones, with exceptions only for police and medical evacuation operations. Gabriel Bourget, a media relations manager with NAV CANADA, affirmed that public notification is typically the responsibility of event organisers and local authorities.
