The rapid expansion of artificial intelligence (AI) is driving a significant demand for data centres throughout Canada. With federal backing, this initiative has stirred considerable grassroots opposition, primarily due to the extensive resources required for their operation. Recently, the government announced a substantial investment plan amounting to $2.3 billion for AI initiatives, which includes a hefty $700 million earmarked for subsidising large-scale data centre construction. However, this push has faced pushback in various municipalities, particularly in Hamilton, where city councillors recently rejected a proposal for a one-year moratorium on new data centre projects after intense debate and local resistance.

Understanding Data Centres

Data centres serve as vital facilities that accommodate the information technology infrastructure necessary for storing, managing, and processing vast amounts of data. Their importance cannot be overstated, as cloud storage, online banking, social media, and numerous digital services depend on these systems. The operational capacity of data centres is typically evaluated in watts, which indicates the volume of power they can consume.

In the realm of AI, hyperscale data centres are often required—massive facilities capable of managing upwards of 100 megawatts—contrasting sharply with conventional data centres that usually operate at only five to ten megawatts.

Federal Perspective on Data Centres

The Canadian government has identified data centres as a cornerstone of its national AI strategy. Spearheaded by the country’s inaugural AI Minister, Evan Solomon, the strategy underscores the importance of developing a robust digital sovereignty, aiming to mitigate reliance on foreign cloud services that could jeopardise sensitive data security. The government warns that critical infrastructure must not rest under “legal regimes beyond Canada’s control.” To this end, Ottawa is keen on attracting private investments to bolster AI infrastructure, particularly those large-scale data centres that can provide at least 100 megawatts of capacity.

Current Landscape of Data Capabilities

Canada boasts hundreds of operational data centres, with estimates indicating a current AI data centre capacity of approximately 337 megawatts. This figure, compiled for Minister Solomon to showcase Canada’s AI ecosystem to potential international investors, includes five hyperscale centres located across British Columbia, Ontario, Quebec, and New Brunswick.

Recent data reveals that there are eight AI-capable centres currently under construction, with an additional 19 projects announced, predominantly in Alberta and Ontario. The national strategy envisions potential partnerships that could yield an impressive 850 megawatts of computing capacity by 2030, although specific collaborators and projects have yet to be identified. The recent federal budget also confirmed a commitment of $925.6 million over five years to support the development of large-scale AI infrastructure.

Ongoing and Upcoming Projects

Among the notable initiatives is Meta’s announcement of a colossal $13 billion AI data centre in Sturgeon County, Alberta, set to occupy 1,750 acres. This facility is projected to consume nearly as much electricity as the city of Edmonton and is expected to generate over 3,000 jobs during peak construction, alongside 300 permanent positions once operational. Similarly, BCE Inc., the parent company of Bell Canada, has revealed plans for a $1.7 billion AI data centre in Saskatchewan, with intentions to establish six such facilities across the nation.

Community Concerns and Environmental Impact

The environmental ramifications of data centre expansions have raised alarms among local communities, primarily due to the staggering energy demands associated with these facilities. Hydro Ottawa recently reported an unprecedented volume of requests for large quantities of electricity, with data centres accounting for approximately 60 per cent of that demand. The utility’s CEO, Bryce Conrad, expressed concerns about the rapid need for infrastructure development, which he noted would require building capacity in a fraction of the time previously taken.

In addition to energy concerns, the cooling systems employed in data centres can exacerbate electricity requirements or necessitate significant water use, leading to additional environmental burdens. The noise generated from cooling equipment and the air pollution from natural gas turbines have also sparked public unease. The federal government, however, maintains that Canada’s colder climate provides a competitive edge, potentially lowering cooling costs and energy consumption.

The Future of Data Centres in Canada

As the debate continues, other regions are taking notice. New York has recently become the first state to impose a one-year moratorium on new data centres that require 50 megawatts of power or more. In Canada, cities such as Mississauga and Vancouver are poised to discuss similar proposals. A government document has indicated that there are 20,000 megawatts worth of data centre projects either in planning or development stages across the country, although not all are guaranteed to materialise due to various commercial, regulatory, and community factors.

The burgeoning demand for AI data centres presents a double-edged sword for Canada. While these facilities promise significant economic and technological advancements, they also raise critical questions surrounding environmental sustainability and local infrastructure capacity. As the nation grapples with the implications of this growth, the balance between fostering innovation and addressing community concerns will be paramount for ensuring a responsible and equitable technological future.
