First Nations Explore Nuclear Energy’s Potential as B.C. Faces Electricity Demand Surge

A delegation of First Nations from British Columbia recently visited Ontario to investigate the feasibility of nuclear power and small modular reactors (SMRs) as potential solutions to the province’s increasing electricity demands. As Ontario forges ahead with plans to construct up to four SMRs, leaders from the Haisla Nation, Metlakatla First Nation, Nisga’a Nation, Halfway River First Nation, and Ts’il Kaz Koh First Nation are now considering whether this technology could play a role in B.C.’s energy future.

Investigating New Energy Frontiers

Chief Wes Sam of the Ts’il Kaz Koh First Nation expressed his cautious approach to this emerging technology. “Is it the right thing?” he pondered. “I don’t know; I’m trying to determine that. I’m neither for nor against it, but I believe in educating myself and my community. Perhaps the province of B.C. should explore potential possibilities.”

B.C. is bracing for a substantial increase in electricity demand over the next two decades. Although the provincial government is currently focusing on wind and solar energy, First Nations are proactively exploring all avenues to secure future energy supplies.

The Push for Sustainable Energy Solutions

Sam highlighted the importance of co-ownership models that have been effective for Indigenous groups in various sectors, including LNG plants and port infrastructure. He noted that “introducing advanced nuclear power like small modular reactors represents a completely new frontier for British Columbia.” As the region leads significant industrial decarbonisation initiatives, he stressed the necessity to evaluate a wide range of low- and zero-emission energy options to bolster local economies and ensure a sustainable energy future.

Despite these considerations, the B.C. government has made it clear that nuclear power is not part of its immediate energy strategy. Recent calls for power generation have yielded thousands of megawatts of proposals primarily focused on wind and solar, with a significant portion led by Indigenous communities.

Economic Viability of SMRs in B.C.

Questions remain regarding the economic feasibility of implementing SMRs in British Columbia. Experts observe that Ontario’s inaugural reactor is still several years away from completion, and building a nuclear industry from the ground up in Western Canada would demand considerable time and investment.

Tim Weis, a senior director at the Pembina Institute, pointed out that current evidence strongly favours renewable energy sources as the lowest-cost options available. “Wind, solar, and batteries represent the most affordable electricity we’ve ever seen from any technology,” Weis noted, emphasising that they now outcompete traditional energy sources.

A Balanced Perspective

First Nations leaders were quick to clarify that their visit to Ontario was not an endorsement of nuclear power. Rather, it was an opportunity to gain insights into a technology that might be relevant in the future, while their immediate focus remains firmly on renewable energy.
