According to an independent assessment commissioned by Water UK, England currently has the capacity to support only 420,000 new homes, far below the government’s aspirational target. However, the report paints a grim picture; the nation is facing a significant water shortage that could stall development. Regulatory Barriers Stymie Water Supply
David Henderson, the chief executive of Water UK, has been vocal about the need to reform the regulatory framework surrounding water management. He stated, “We desperately want to be able to provide enough water for new housing. But we are being held back by a regulatory system that makes building new reservoirs much slower than it should be.”
The current legislation is based on overly optimistic forecasts that assume a 9% decrease in business water usage by 2038. This assumption is increasingly seen as unrealistic, particularly as the demand for water continues to rise with the proliferation of data centres across the country.
Data Centres: A Growing Drain on Resources
Data centres, now a staple in the digital age, are currently consuming approximately 6.6 million litres of water daily—equivalent to the needs of around 20,000 typical homes. Alarmingly, this figure is projected to escalate to nearly 19.8 million litres by 2030, mirroring the water usage of 60,000 homes.
What’s more troubling is that data centres are excluded from the Environment Agency’s national framework for water resources, which fails to adequately address the increasing demands these facilities place on water supplies. As a result, both new and existing homes may find themselves facing more frequent water restrictions, including hosepipe bans.

Before any new housing projects can break ground, local authorities and water companies must ensure that the water infrastructure can support an influx of residents. If the water supply is insufficient, planning permissions can be halted, stalling much-needed housing development.

A spokesperson for the Department for Environment, Food and Rural Affairs (Defra) emphasised the government’s commitment to addressing these water scarcity issues, with ongoing collaborations involving all registered water companies and regulatory bodies to devise effective water resource management plans for 2025 to 2030.
