A new report has raised alarm bells regarding England’s capacity to support the government’s ambitious plan to construct 1.5 million homes over the next five years. This assessment reveals a staggering shortfall in water resources, highlighting critical challenges that could stall housing development initiatives led by Labour under Sir Keir Starmer.
Insufficient Water Supply for Housing Development
The recent analysis, commissioned by Water UK, has painted a concerning picture of the nation’s water supply capabilities. According to the report, England currently has enough water to support only 420,000 homes, leaving a whopping one million homes without sufficient resources. This stark contrast poses a significant obstacle as the Labour party has made housing one of its central missions ahead of the upcoming 2024 general election.
David Henderson, the Chief Executive of Water UK, emphasised the urgent need to reform regulatory barriers that hinder water infrastructure development. He stated, “We desperately want to be able to provide enough water for new housing. But we are being held back by a regulatory system that makes building new reservoirs much slower than it should be, and unrealistic optimism about how much water people will use in the future.”
Regulatory Challenges and Future Demand
At the heart of the issue are outdated planning regulations that fail to account for the increasing demand from burgeoning sectors, particularly data centres. Currently, these facilities are not included in the Environment Agency’s national framework, which outlines the strategic allocation of water resources. With 563 data centres already operational and over 100 more in development, their water consumption is set to surge dramatically.
As it stands, these data centres consume approximately 6.6 million litres of water daily, equivalent to the needs of around 20,000 households. Projections indicate that this figure could rise to a staggering 19.8 million litres by 2030, enough to supply 60,000 homes. The exclusion of data centres from water resource calculations poses a serious threat to both new and existing households, which may soon face more frequent restrictions, such as hosepipe bans.
The Implications for Future Planning
Before any new housing projects can proceed, local authorities and water companies must confirm that the existing water infrastructure can accommodate the additional demand. However, with some regions operating on a razor-thin buffer of just 2 per cent between available water and usage, developers could find themselves in a precarious position—unable to secure the necessary water connections and, consequently, planning permissions.
Water UK has called for an urgent overhaul of the national water resource framework to better reflect actual consumption rates and project future demands stemming from businesses like data centres. This change would enable water companies to navigate the existing bureaucratic hurdles and expedite the construction of vital infrastructure, such as reservoirs.
Addressing Climate Change and Water Scarcity
The report also underscores the looming impacts of climate change on water availability. The Environment Agency projects that, by 2055, England could face a daily shortfall of up to 5 billion litres. This forecast raises serious questions about the sustainability of current water management practices and their ability to support the nation’s housing ambitions.
In response to the escalating crisis, a spokesperson from the Department for Environment, Food and Rural Affairs (Defra) assured that the government is proactively addressing water scarcity. All registered water companies are collaborating with regulators and environmental bodies to devise comprehensive water resource management plans for the 2025 to 2030 period.
