According to CPG, the company has already secured a contract with the government of Katsina State in Nigeria to supply 50,000 iLamps, which will enhance surveillance capabilities in that region. Legal and technical specialists are sceptical about the claims surrounding these smart lamp-posts. Jasleen Chaggar, a senior officer at Big Brother Watch, pointed out that local councils often fall prey to the allure of advanced marketing, mistaking ambitious promises for reality. “These tools are presented as magic wands,” she warned, cautioning that the true capabilities of such technologies are often overstated.

Rabih Bashroush, director at the Centre for Artificial Intelligence and Data Innovation, was even more forthright. He expressed doubts about the economic viability of using solar power to run AI applications in the UK, stating, “The amount of energy generated is negligible,” and dismissed claims of effective facial recognition as mere hype.

Chaggar further elucidated the distinction between traditional CCTV and facial recognition technology, emphasising the latter’s ability to conduct real-time identity checks, akin to fingerprinting. The potential for misuse is significant, especially considering the ease with which local authorities can enhance existing systems to track behaviour without public consent.

The Dystopian Echo

As the conversation around surveillance technology intensifies, the question of who controls the data becomes paramount. Bashroush recounted experiences from the European Commission’s Internet of Things initiative, highlighting how poorly constructed contracts can lead to data ownership disputes that favour private entities over public interests.

The implications of misidentification in retail settings further illustrate the potential pitfalls of surveillance technology. Chaggar pointed out that while police misidentification is concerning, the consequences in retail can be even more Kafkaesque, leaving individuals banned from stores without explanation.

The most unsettling aspect of this technological leap is the political climate in which it unfolds. With the Home Secretary advocating for a “panopticon state,” there is a palpable fear that future administrations could misuse these surveillance capabilities.
