Hungary’s Nuclear Power Plant Faces Shutdown Amid Historic Danube Drought

Hungary is grappling with an unprecedented energy crisis as the country’s sole nuclear power plant, Paks, prepares for a complete shutdown due to alarmingly low water levels in the River Danube. Prime Minister Péter Magyar announced that the cooling system of the Soviet-era facility can no longer function, putting Hungary’s energy supply at risk as extreme heat persists across the region.

A Historic Drought

The Danube, one of Europe’s longest rivers, has reached its lowest water levels in three decades, affecting not only Hungary but also neighbouring countries like Serbia and Romania. The drought, exacerbated by a prolonged heatwave that has seen temperatures soar to 37°C, has led to dire warnings from Magyar about the potential for a “critical” energy situation beginning Monday.

The Paks plant relies on the Danube for cooling purposes, and the current water levels have rendered its suction nozzles ineffective. As a precautionary measure, Magyar has urged citizens to minimise energy consumption during peak evening hours, specifically between 5 PM and 10 PM. This includes curtailing the use of air conditioning and charging electric vehicles. The government is also considering a “rotational shutdown regime” to balance the national grid if necessary.

Regional Implications

Hungary is not the only nation facing challenges to its nuclear energy capabilities. Romania has also shut down one of its two reactors at the Cernavoda plant, which supplies approximately 20% of the country’s electricity. The state-owned company Nuclearelectrica is attempting to avoid a complete shutdown of its second reactor, but if it occurs, Romania will find itself in a similar situation to Hungary, lacking nuclear power at a critical time.

The National Institute of Hydrology in Romania has noted a staggering drop in the Danube’s flow, which typically averages 4,700 cubic metres per second in July. This week, the flow plunged to a mere 1,600 cubic metres per second, with projections indicating a further decline to 1,500 cubic metres per second by Tuesday.

Climate Change and Extreme Weather

The current crisis is part of a broader trend, as climate change continues to elevate temperatures across Europe at rates nearly double the global average, according to the Copernicus climate service. This year has seen an increase in summer heatwaves, leading to heightened pressure on water resources and the risk of wildfires. As a result, the continent is experiencing an unprecedented strain on its hydrological systems, with rivers like the Danube and its tributaries suffering from similarly low water levels.

The impacts are not limited to energy supply. Shipping along the Danube has ground to a halt in several regions. In Bulgaria, authorities had to evacuate 186 passengers from a river cruise that ran aground due to shallow waters. Local officials have remarked that such low levels have not been recorded since 1990, illustrating the severity of the situation.

Discoveries Amidst the Drought

Lower water levels have also unveiled unexpected archaeological finds along the Danube. In Croatia, a sunken Hungarian cargo ship resurfaced, while in Serbia, remnants of a World War II German warship have become visible. Additionally, a resident of Ruse, Bulgaria, discovered mammoth bones on the riverbed, including a lower jaw and tusks, providing a fascinating glimpse into the region’s prehistoric past.
