A recent survey commissioned by Canada’s foreign service has unveiled a concerning lack of awareness among Canadian travellers regarding the implications of travel alerts issued by Ottawa and the role of embassies in providing assistance abroad. The report, submitted to Global Affairs Canada in March, highlights that while there is some level of awareness about consular services, familiarity remains notably low.
Lack of Understanding Surrounding Travel Alerts
The survey, conducted by market research firm Strategic Counsel in January, involved 1,850 Canadians and sought to gauge their understanding of consular services and travel advisories. The results were alarming: only 28 per cent of participants were aware that changes to the risk level of a destination could impact the validity of their travel insurance. A staggering 56 per cent were unaware of this critical information, while 16 per cent expressed uncertainty.
“This gap is significant, as misunderstanding insurance implications may expose travellers to unintended financial and safety risks,” the report cautions. This lack of awareness could leave many Canadians vulnerable when faced with unexpected situations while travelling.
Misconceptions About Government Support
The report also revealed widespread misconceptions regarding the extent of support that the Canadian government can provide in emergencies. Just one-third of respondents recognised that financial assistance, such as loans for evacuation, is available in exceptional circumstances. Furthermore, 43 per cent were unsure about this aspect, indicating a substantial communication gap.
In terms of other services, 42 per cent of participants were unclear about whether the government covers burial costs or repatriation of remains, with only 39 per cent correctly identifying that such assistance is not provided by Ottawa.
Proactive Engagement with Travel Risks
While a majority of Canadians acknowledge the importance of travel advice, few actively seek out information from government sources. The report states, “While travel is widespread, engagement with (government) travel risk and advisory information is not yet embedded as a routine part of trip preparation for many Canadians, nor is it top of mind.”
The federal government recommends that all Canadians travelling abroad register their plans through the Registration of Canadians Abroad (ROCA) database. This system allows embassies to disseminate crucial safety information via emails and text messages, covering diverse topics ranging from responses to terrorist attacks to guidance on dealing with civil unrest.
Changing Perceptions of Embassy Roles
The survey findings suggest that many Canadians may overestimate the services embassies can provide during crises. The Liberal government’s expansive approach to consular assistance—extending support to not just citizens but also permanent residents and family members—has led to a perception that embassies can intervene more broadly than is often feasible.
In May 2025, Global Affairs Canada warned that the deteriorating global stability could lead to an increased demand for consular services, indicating that Canadians may need to manage their expectations regarding the level of assistance available. Despite this, Minister Anita Anand testified in November 2025 that budget cuts would not affect vital services for Canadians abroad, although some consular positions are being reduced in favour of online service delivery.
