In a significant advancement for climate action, Norway has launched the Northern Lights project, the world’s first cross-border hub for carbon dioxide transportation and storage. Located in Øygarden, just north of Bergen, this ambitious initiative aims to capture CO2 emissions from industrial activities and safely store them beneath the North Sea. With the first shipment of liquid carbon arriving in June 2025, the project is garnering attention as an exemplar of government and industry collaboration, even as similar ambitions in Canada face delays and skepticism.

The Mechanics of Carbon Capture

Northern Lights is designed to facilitate the capture and permanent storage of carbon emissions. The process begins when CO2 is captured from industrial sources, such as a cement factory in Brevik and a wastewater treatment facility near Oslo. Once captured, the gas is liquefied and transported by ship to a receiving terminal in Norway. Here, the liquid carbon is temporarily stored before being conveyed through a pipeline approximately 100 kilometres westward, where it is injected into geological formations 2,600 metres below the seabed.

This project has been in development for over two decades, with Norway aiming to demonstrate the viability of carbon capture technology not only scientifically but also economically. With backing from oil giants like Equinor, Shell, and TotalEnergies, the initiative is positioned to attract additional industrial partners, including clients from Sweden and the Netherlands.

Canada’s Struggles with Carbon Capture

While Norway showcases a successful model, Canada appears to be lagging behind. Despite years of discussions and commitments, initiatives like the Pathways Alliance—a consortium formed by five major oil sands producers—have yet to produce tangible results. Although the Canadian government has formalised plans for a carbon capture pipeline to connect oil sands facilities to a storage hub near Cold Lake, Alberta, the project remains in its infancy with no construction having commenced.

Prime Minister Mark Carney has made commitments to support carbon capture as part of broader energy infrastructure developments, insisting that “no Pathways, no pipeline.” However, as negotiations unfold, the urgency of these projects contrasts sharply with the ongoing uncertainty surrounding their feasibility and funding.

Despite the apparent success of Norway’s initiative, global enthusiasm for carbon capture technology is waning. Experts note that while the science behind carbon capture is sound, the economic incentives to drive its adoption remain insufficient. The cost of transporting and storing carbon is significant, and many companies are hesitant to invest heavily in technologies that do not guarantee financial returns.

The financial landscape for carbon capture is further complicated by fluctuations in global oil prices and shifting policy priorities, particularly in the wake of geopolitical tensions such as the war in Ukraine. As nations grapple with energy security, the emphasis on carbon capture as a climate solution is being overshadowed.

Lessons from Norway’s Carbon Capture Journey

Norway’s Northern Lights project offers valuable insights for Canada as it navigates its own carbon capture ambitions. One key takeaway is the necessity of robust government support to make these initiatives viable. The Norwegian government financed 80% of the project’s initial phase, underscoring the importance of public investment in driving innovation in carbon capture technology.

Additionally, Canada must address its own carbon pricing systems, which have not been effective in incentivising emissions reductions. The recent oversupply of carbon credits in Alberta, for example, has led to lower effective prices than anticipated, discouraging companies from investing in carbon capture solutions.
