Severe drought has been officially declared in significant portions of central, eastern, and southern England, as well as throughout Wales, following a series of relentless heatwaves that have severely strained water supplies. With both nations grappling with what could be the driest July on record, over 25 million residents now face hosepipe restrictions as water companies struggle to meet soaring demand amidst dwindling resources.

The Scope of the Drought

The current drought conditions are marked by an extended period of minimal rainfall, a phenomenon that has a direct impact on agriculture, natural ecosystems, and water reserves. The Environment Agency (EA) has reported that more than half of England is now classified as being in drought, while the entirety of Wales is also experiencing severe water shortages. The EA has flagged that nearly all river flows in England are currently below normal levels, raising alarms over the potential consequences for wildlife and agriculture. Reservoir levels across England are currently below average for this time of year, although they remain higher than levels recorded in the same period last year. Conversely, Welsh Water maintains that its resources are relatively stable despite declining reservoir levels. In stark contrast, Northern Ireland and Scotland report levels close to average.

Groundwater, which seeps down from rainfall and is stored within the earth, also plays a crucial role in water availability. Although levels were generally normal in June thanks to winter rains, the dry spring has led to reduced reserves. Prof. Alan MacDonald from the British Geological Survey emphasised that groundwater systems respond slowly to climate changes, making them vital buffers during droughts.

The Climate Change Connection

The interplay between climate change and drought is complex. The Met Office has warned that the UK may face increasingly drier summers due to global warming, although a definitive trend has yet to be established. Rising temperatures exacerbate evaporation, drawing essential moisture from soil, rivers, and reservoirs, thereby accelerating the onset of drought conditions.

“Warmer atmospheres demand more moisture, leading to quicker depletion of water resources,” explained Richard Allan, a professor of climate science at the University of Reading. This situation is compounded by historic underinvestment in water infrastructure by utility companies, which has left the system vulnerable to such extremes.

To combat these issues, the government and water companies are working on plans for nine new reservoirs across England by 2050, alongside ongoing construction at Havant Thicket in Hampshire. However, the EA has cautioned that immediate measures, such as hosepipe bans and enhanced monitoring of water usage, may also be necessary to manage future water supplies effectively.
