Edmonton’s City Centre Set for Major Transformation Under New Ownership

In a significant development for downtown Edmonton, Westrich Pacific, a local real estate developer, has secured the green light from the Alberta Court of King’s Bench for its acquisition of Edmonton City Centre from Otera Capital Inc. The deal, finalised on August 7, marks a turning point for the property, which has struggled to attract visitors and maintain relevance in the city’s ever-evolving landscape.

Revitalising a Downtown Landmark

The Edmonton City Centre spans approximately 10 acres of prime urban land, bordered by 100 Street to the west and 103 Street to the east, and houses a mix of office spaces and retail outlets. The site includes the TD Tower, Oxford Tower, and Centre Point Place, collectively offering around 1.4 million square feet of space, complemented by four parking areas that accommodate up to 2,500 vehicles.

Westrich Pacific’s co-CEO, David Sanche, described the acquisition as a pivotal moment in the firm’s history. “This is the most exciting project of our careers. Edmonton City Centre has incredible potential, and we believe its transformation can play a meaningful role in the continued revitalisation of downtown,” he stated.

Ambitious Plans for Redevelopment

The developer plans a comprehensive, multi-phase redevelopment of the City Centre, aiming to introduce residential, retail, entertainment, and wellness options. The first phase is particularly ambitious, proposing around 1,500 residential units on the site of the now-closed Hudson’s Bay department store. Plans also include a complete redesign of the mall’s exterior and the introduction of new street-front retail spaces, alongside a rooftop Nordic spa.

“I have not been this excited about a project in a long time,” added Richie Lam, Westrich Pacific’s other co-CEO. “It’s the first thing I think about when I wake up and the last before bed; we are thrilled to be bringing this asset back to life.”

Future Phases and Community Integration

Looking ahead, Westrich Pacific envisions further enhancements that will beautify the mall and attract a wider audience. Future phases will focus on creating a vibrant atmosphere with new LED displays, diverse retail offerings, and an emphasis on entertainment and wellness experiences. Currently, Edmonton City Centre is home to a Landmark Cinemas theatre, a Delta hotel, and various retail and professional spaces, which will all be integrated into the redevelopment plan.

With the court’s approval now in hand, the developer will begin working on development permit drawings and detailed planning. Subject to receiving the necessary approvals, construction on the first phase is expected to commence in early 2027, with subsequent phases rolling out as market conditions allow.

A Complex History

The journey of Edmonton City Centre has not been straightforward. In 2019, Oxford Properties sold the property, along with other mixed-use buildings, to LaSalle Canada Property Fund. However, the onset of the pandemic led to a significant decline in foot traffic, as office workers shifted to remote work and social issues became more pronounced in the city’s core. The mall eventually entered receivership in July 2025, with Otera Capital Inc. owed approximately £140 million at that time.

Westrich Pacific’s acquisition comes not only as a rescue operation but as a beacon of hope for the future of downtown Edmonton. The transaction is anticipated to close by the end of 2026, although the exact purchase price has not been disclosed.
