Europe Faces Fifth Heat Wave as Temperatures Soar and Drought Deepens

The U.K. and France are preparing for a fifth heat wave this season, exacerbating an already intense period of high temperatures that have gripped Europe since May. Météo-France has issued warnings for the southeastern region, predicting temperatures could reach up to 40°C (104°F) starting Tuesday. Meanwhile, an amber heat health alert will cover most of England, with forecasts suggesting temperatures may peak at 36°C (96.8°F) later this week.

A Summer of Extreme Heat

The relentless heat wave pattern that began in May has resulted in devastating consequences across Europe, including severe wildfires, prolonged drought, and alarming spikes in mortality rates. Climate statistics reveal that 2023 is on track to be the third-hottest year ever recorded, following the exceptionally warm years of 2024 and 2025. Scientists caution that this trend could see 2026 potentially breaking records, driven by human-induced climate change and the current El Niño phenomenon, which is warming parts of the Pacific Ocean and further influencing global temperatures.

Last month, July set a new average sea surface temperature record of 20.96°C (69.73°F) in extrapolar oceans, surpassing the previous record of 20.89°C (69.60°F) from this year. However, the global average surface air temperature for July was 16.90°C (62.42°F), making it only the joint second warmest July on record, tied with that of 2024.

Drought and Its Consequences

Western Europe has witnessed unprecedented temperature averages during the June-July period, reaching 21.62°C (70.92°F), thereby surpassing the previous record set in 2022. Samantha Burgess, a strategic lead for climate at the European Centre for Medium-Range Weather Forecasts, noted that persistent high-pressure systems have trapped heat over the region, which has, in turn, intensified widespread drought conditions.

As soil moisture diminishes, the land’s natural ability to cool itself is compromised, resulting in a heat buildup that exacerbates the already dire situation. “This is a clear example of how climate change is intensifying heat extremes, with heat and drought increasingly reinforcing one another,” Burgess remarked.

Historical Context of Heat Waves

France has experienced heat wave alerts for the first time on record in May this year, with over half the country recording unseasonably high temperatures. The situation worsened in June, with France’s public health agency reporting at least 5,700 excess deaths during that month alone. June 23 marked an alarming milestone as the hottest day ever recorded in France, with temperatures soaring to 44.3°C (111.7°F) in the southwest.

July brought two additional heat wave episodes, further complicating matters. These high temperatures contributed to a historic wildfire in southwestern France, which resulted in the evacuation of around 220,000 people—one of the largest evacuation efforts since the Second World War.

In the U.K., conditions remained slightly cooler on Monday, yet the country braced for its fifth heat wave of the summer amid an ongoing drought affecting half of England and all of Wales. Provisional data indicates that July was the driest on record in England and Wales since 1836, with 19 counties experiencing no rainfall throughout the month.

The impending heat alert raises concerns about significant impacts on health services, particularly among vulnerable populations, with increased mortality rates expected. The two record-breaking heat waves earlier this summer have already been linked to over 2,800 excess deaths.

Rising Risks and Fatalities

Tragically, the extreme weather has led to numerous fatalities. Just this past weekend, an 18-year-old lost his life after encountering difficulties in the sea at Camber Sands beach in southern England, adding to a growing list of deaths associated with swimming in open waters during this heatwave season.
