Conducted by researchers from Queen Mary University of London and Oxford University, the study assessed over 3,000 children aged between six and nine, comparing their lung function before and after these pollution-reducing measures were enacted. Children’s lung growth accelerated within ULEZ, coinciding with improved air quality metrics. The findings are particularly significant given that impaired lung development can increase susceptibility to a range of chronic health issues later in life.

The study’s authors advocate for the international adoption of similar low emissions zones, noting, “Children continue to be exposed to poor air quality in cities globally. Decision-makers should consider accelerating the introduction of clean air zones to enhance children’s lung health.” Currently, Canada does not have equivalent initiatives in place, although the federal government enforces vehicle emission standards aimed at reducing pollution levels.

In Toronto, discussions are underway regarding the implementation of congestion charges and low emissions zones to mitigate traffic congestion in key areas. Such policies would require drivers using high-emission vehicles to pay for access in designated zones, thereby incentivizing cleaner transportation options.
