Harvey Willgoose was killed on the anniversary of his death by Mohammed Umar Khan, who is currently serving a minimum of 16 years in a young offenders’ institution. The report, conducted by a former headteacher as part of an investigation ordered by the school’s governing body, outlines a series of missed opportunities and inadequate procedures that contributed to the circumstances surrounding the stabbing.
Caroline Willgoose, Harvey’s mother, has been vocal about her family’s anguish and the school’s shortcomings. “I’ll always be angry about what happened to Harvey,” she stated. “But more than anything, I’m determined to unite people and advocate for changes that will prevent this from happening again. I want to ensure that no other family has to endure the pain of losing a child in such a tragic manner.”
Call for Accountability and Change
The report has been described as “damning” by Harvey’s family, who are demanding its full publication to facilitate learning from the avoidable mistakes made. Yogi Amin, a legal representative for the family, highlighted critical failures in leadership at the school, emphasising that there were serious deficiencies in record-keeping that hindered the effective management of behaviour issues and concerns regarding weapons.
Amin noted, “The catalogue of errors makes for deeply troubling reading and just adds to the hurt and pain Harvey’s family have had to endure following his totally unnecessary death.” He pointed out that safeguarding and behaviour records were not adequately reviewed prior to Khan’s transfer to All Saints, raising serious questions about the school’s procedures.
A Family’s Heartbreak
Maria Turner, Harvey’s grandmother, also expressed her frustration, stating that “all the red flags were missed.” She referenced a specific instance in which Khan’s record documented 130 incidents of violence, weapon-related behaviour, and gang involvement—failures that went unnoticed by the school.
Harvey’s uncle, Simon Turner, has called for the ten recommendations from the report to be treated as fundamental principles of safeguarding. “It is just shameful that we’re in this situation,” he remarked, underscoring the urgent need for reforms.

The report has recommended that all schools improve their safeguarding practices, including the sharing of comprehensive behaviour and safeguarding records between institutions. It also calls for a review of roles and responsibilities related to behaviour and safeguarding, aiming to clarify accountability at all levels.
Steve Davies, chief executive of the St Clare Catholic multi-academy trust, acknowledged the need for improvement, stating, “The issues this report raises will resonate more widely across the education sector. We hope the findings can contribute to a wider discussion about the support, guidance, and frameworks schools need to respond consistently and safely to the evolving safeguarding challenges affecting young people.”
In a heartfelt reflection on her son, Caroline Willgoose shared that Harvey was a vibrant young man full of love and energy. “He had big dreams, he was always laughing, always bringing people together. Losing him has torn a big hole in our family that will never be replaced. Every day since Harvey was taken has been agony for us all.”
