Liberal Leadership Race Inquiry Sparks Debate Among Quebec Politicians

A recent investigation into allegations of misconduct during the last Quebec Liberal leadership race has generated a flurry of reactions within the National Assembly. While the inquiry, conducted by retired judge Jacques Fournier, found no definitive evidence of a vote-buying scheme linked to Pablo Rodriguez’s campaign, dissenting voices are quick to dismiss the findings as inconclusive.

Inquiry Findings: A Mixed Bag

Following the release of Fournier’s comprehensive 39-page report, Chomedey MNA Sona Lakhoyan Olivier expressed her relief, claiming it vindicated her stance throughout the tumultuous period. “I’m really happy that this day arrived,” she stated. Lakhoyan Olivier had previously faced exclusion from the Liberal caucus over accusations that her riding office was improperly leveraged for political gain. She was also implicated in controversial text messages suggesting that monetary incentives—termed “brownies” or $100 bills—were allegedly offered to voters in support of Rodriguez’s candidacy.

The inquiry was prompted by these serious allegations, leading the Liberals to seek an independent investigation. Fournier interviewed over a dozen witnesses and scrutinised various documents, emails, and texts, ultimately concluding that there was no evidence implicating Lakhoyan Olivier in any vote-buying scheme. He noted that the texts had been “edited” and could not definitively ascertain whether any vote-buying had occurred.

Reactions from Leadership

Interim Liberal leader Marc Tanguay highlighted the significance of the inquiry’s conclusions, stating, “The report proved that there’s no evidence at all supporting these allegations, and I think that it’s worth mentioning.” Furthermore, Fournier found no indication that Rodriguez had knowledge of any misconduct during his leadership campaign, although the former federal cabinet minister resigned amid the swirling allegations.

Rodriguez took to social media to assert his innocence, declaring, “His report clearly demonstrates that my team and I never took part in, nor witnessed, any wrongdoing during the leadership race.”

Criticism of the Report

Despite the findings, opposition leaders are sceptical of the report’s legitimacy. Parti Québécois Leader Paul St. Pierre Plamondon was particularly scathing, asserting that Fournier lacked the necessary tools to conduct a thorough investigation. “He’s a toothless watchdog,” Plamondon remarked, echoing sentiments that the inquiry was fundamentally limited.

Quebec Solidaire co-spokesperson Ruba Ghazal mirrored this criticism, declaring that the report ultimately revealed nothing. “This report doesn’t mean anything. The judge says, ‘I can’t have any conclusion, because I don’t have the tools to do this investigation,’” she stated during a press conference.

Adding to the discord, Dany Doucet, editor of Journal de Montreal, defended the newspaper’s earlier reporting on the text messages, asserting that Fournier lacked access to crucial information. “The former judge does not know the identity of our sources and himself acknowledges that he did not have access to all of the information and text messages in our possession,” Doucet remarked.

Ongoing Investigations

It’s important to note that despite the inquiry’s findings, Rodriguez’s leadership campaign is still under scrutiny by Quebec’s anti-corruption police unit. Additionally, the National Assembly’s ethics commissioner continues to investigate Lakhoyan Olivier’s conduct during this turbulent chapter.
