Prime Minister Mark Carney’s recent departure for India on a trade and goodwill mission has ignited a political firestorm back home. As he embarks on high-level discussions with Indian Prime Minister Narendra Modi, a senior government official’s assertion that India is no longer engaged in foreign interference in Canada raises pressing questions about the government’s stance on a sensitive national-security issue. Critics are calling for clarification on this controversial assessment, which contradicts the views of law enforcement and intelligence agencies.

Official Remarks Spark Outrage

The controversy erupted following a background briefing held on Wednesday, just a day before Carney’s departure. During this session, an unnamed government official claimed that Ottawa does not believe India is currently meddling in Canada’s internal affairs or instigating violence against Canadian Sikhs who advocate for an independent Sikh homeland in Punjab. This statement has drawn sharp rebuke from various quarters, notably from Liberal MP Sukh Dhaliwal, who expressed his dismay, labelling the official’s comments as “disconnected from reality.”

Dhaliwal, representing a constituency with a significant Sikh population, emphasised the need for Carney to clarify the government’s position and suggested a formal review of the official’s qualifications. “This is totally not tolerable,” he said. “This matter must be addressed without delay.”

Government’s Response Lacks Clarity

In response to the mounting criticism, the Prime Minister’s Office issued a statement reaffirming the existence of top-level security and law enforcement channels between Canada and India. However, it notably refrained from explicitly rejecting the official’s claims about India’s involvement in foreign interference. Instead, it reiterated Canada’s commitment to combat all forms of transnational repression and illegal activities on Canadian soil, while acknowledging ongoing dialogues with Indian authorities.

Government's Response Lacks Clarity

Public Safety Minister Gary Anandasangaree acknowledged the complexities of ensuring that Indian government operatives are not intimidating individuals in Canada, stating that “there’s a lot more work to do.” Meanwhile, Foreign Affairs Minister Anita Anand maintained a more optimistic tone about the security dialogue, highlighting its positive aspects without directly addressing the contentious remarks made by the unnamed official.

Intelligence Community Voices Concerns

The Canadian Security Intelligence Service (CSIS) has also weighed in, emphasising its unwavering commitment to addressing national-security threats without bias towards any particular country. CSIS spokesperson Magali Hébert stated that the agency takes all allegations of foreign interference seriously, underscoring the continued vigilance required in monitoring such activities.

Former CSIS manager Dan Stanton voiced his concerns regarding the official’s assessment, labelling it as “naive” given the ongoing warnings from both CSIS and the Royal Canadian Mounted Police (RCMP). He argued that the government’s position appears to contradict established intelligence assessments regarding India’s activities, particularly in light of past incidents, including the murder of Canadian Sikh activist Hardeep Singh Nijjar in 2023, which was linked to allegations of Indian government involvement.

Diplomatic Relations in Flux

This latest development comes against the backdrop of a recent thaw in Canada-India relations. Just 16 months ago, diplomatic ties were severely strained after Canada expelled six Indian diplomats, including the high commissioner, in response to accusations of India’s involvement in violent intimidation against Canadian citizens. The previous Trudeau government had publicly condemned these actions, asserting that they constituted a direct threat to Canadian sovereignty.

Diplomatic Relations in Flux

Since Carney assumed the role of Prime Minister, there has been a concerted effort to reset diplomatic relations, notably inviting Modi to the G7 summit in Alberta last year. However, the current controversy raises questions about the sustainability of this diplomatic thaw, with critics suggesting that the government’s attempts to downplay foreign interference may be an effort to justify its rapprochement with India.

Why it Matters

The implications of this controversy extend far beyond political theatre; they touch upon fundamental issues of national security and the integrity of Canada’s democratic processes. As foreign interference becomes an increasingly salient concern in global politics, the government’s handling of such allegations will be scrutinised closely by both the public and geopolitical analysts. With trust in governmental institutions at stake, it is imperative for Carney and his administration to provide clarity on these critical issues, lest they risk undermining their own credibility and the safety of Canadian citizens.
