Prime Minister Mark Carney’s recent departure for India on a trade and goodwill mission has ignited significant political debate back home. As he prepares to engage in high-level discussions with Indian Prime Minister Narendra Modi, concerns are mounting over comments made by a senior government official suggesting that India is no longer involved in foreign interference and transnational repression within Canada. This assertion has drawn sharp criticism from key political figures and raises pressing questions about Canada’s diplomatic stance.

Contentious Statements Stir Political Waters

As Prime Minister Carney embarks on his journey to India, he leaves behind a storm of controversy. On Wednesday, a senior government official indicated that Ottawa no longer perceives India as meddling in Canada’s domestic affairs, particularly concerning allegations of violence and intimidation directed at Canadian Sikhs advocating for an independent Sikh homeland in Punjab. This statement, delivered during a background briefing on Carney’s trip, has not been publicly attributed due to a lack of authorisation.

Liberal MP Sukh Dhaliwal, a prominent voice in the Sikh community and representative for Surrey-Newton, vehemently condemned the official’s remarks. “This perspective is profoundly disconnected from the realities faced by Sikh Canadians and contradicts assessments from our national security and law enforcement agencies,” he emphasised. Dhaliwal has called for Carney to clarify the government’s position and reassess the qualifications of the official responsible for the controversial statement.

Government’s Response: A Delicate Balancing Act

In response to the uproar, the Prime Minister’s Office issued a statement acknowledging the establishment of regular security and law enforcement dialogues between Canada and India. However, the statement notably refrained from explicitly endorsing the senior official’s claims regarding India’s current involvement in foreign interference. Instead, it reiterated Canada’s commitment to combatting any forms of transnational repression and maintaining the rule of law on its soil.

Public Safety Minister Gary Anandasangaree remarked that “there is much more work to do” to ensure that agents of the Indian government are not engaging in coercive practices within Canada. Furthermore, Foreign Affairs Minister Anita Anand chose not to disavow the senior official’s comments, suggesting that the ongoing security dialogue with India has been fruitful. “We are raising serious concerns regarding public safety and security during this trip,” she stated.

Expert Opinions: Caution and Criticism

The situation has drawn attention from experts in national security. Dan Stanton, a former senior manager at the Canadian Security Intelligence Service (CSIS), expressed scepticism regarding the senior official’s assessment, arguing that it contradicts ongoing intelligence regarding foreign interference. Stanton called for Carney to provide a definitive clarification on the matter, underscoring that the official’s comments could undermine the integrity of Canada’s national security framework.

CSIS, in a recent statement, reaffirmed its commitment to addressing all allegations of foreign interference, regardless of the country involved. The service has previously highlighted India as one of the primary actors in transnational repression within Canada, emphasising ongoing investigations, including one into the murder of Canadian Sikh activist Hardeep Singh Nijjar, which remains unresolved.

The remarks from the unnamed official represent a striking shift from Canada’s previous diplomatic posture, particularly following the expulsion of six Indian diplomats in
