Prime Minister Mark Carney has announced his ambition to finalise a comprehensive trade agreement with India by the year’s end, a significant milestone that reflects the warming ties between the two nations. Speaking to a gathering of around 100 business leaders in Mumbai, Carney highlighted this development as a pivotal moment in restoring Canada-India relations, which have faced challenges in recent years.
A New Chapter in Canada-India Relations
During his address at the Canada-India Growth and Investment Forum, Carney declared that his visit symbolises the conclusion of a “challenging period” and ushers in a “new, more ambitious partnership” with the world’s fifth-largest economy. The Prime Minister emphasised that the current global landscape, characterised by economic coercion from great powers, necessitates a reevaluation of international relations.
“Many nations are recognising the need for greater independence and self-reliance,” Carney stated, referencing India’s foreign policy approach of “strategic autonomy.” This strategy enables India to engage with various global powers while prioritising its national interests, rather than aligning with a single bloc.
Opportunities for Collaboration
Carney noted that achieving true strategic autonomy involves diversifying partnerships rather than isolating oneself from the global market. He underscored the potential for collaboration between Canada and India, stating, “This creates enormous opportunities for both countries to mitigate risks, enhance prosperity, and assert sovereignty.”
He acknowledged the divergence in foreign policy stances, particularly in relation to India’s amicable ties with Russia, which stand in contrast to Canada’s significant support for Ukraine amidst ongoing conflict. Carney articulated a philosophy of “values-based realism,” recognising that collaboration is possible even amidst differing perspectives.
Promoting Canada’s Economic Advantages
The Prime Minister utilised his platform to promote Canada’s energy resources and favourable business conditions. He detailed a “super-deduction” initiative, allowing a 100% tax write-off on investments in manufacturing, research and development, clean energy, and electric vehicles.
Carney also highlighted Canada’s anticipated increase in liquefied natural gas exports to Asia, projecting an additional 50 million tonnes in the coming years. Furthermore, he mentioned a reduction in the marginal effective tax rate for new investments to 13%, significantly lower than the United States and half of the G7 average.
With two million Canadians of Indian descent, including influential figures in various sectors, Carney emphasised the natural partnership between the two nations. “The reality is that our trade and investment activities are far below our potential,” he remarked, stressing the opportunities that lie ahead.
Bridging Economies for Future Growth
Canada’s exports to India currently represent less than 1% of its total trade, while two-way investments exceed $30 billion annually. Carney expressed optimism about the potential for Canada to become India’s strategic ally in critical minerals, essential for India’s manufacturing and clean technology sectors.
He pointed out the alignment of India’s advancements in artificial intelligence and the digital economy with Canada’s aspirations to enhance AI development and defence innovation.
