In a bid to revitalise diplomatic ties and bolster economic collaboration, Prime Minister Mark Carney has announced his goal to finalise a comprehensive trade agreement with India by the close of 2023. Speaking to an audience of approximately 100 business leaders in Mumbai, Carney articulated a vision for a renewed and ambitious partnership with the world’s fifth-largest economy, signalling a significant shift following a prolonged diplomatic freeze that has characterised Canada-India relations.

A New Chapter in Canada-India Relations

The backdrop of Carney’s remarks is rooted in a diplomatic standoff that began in 2023, when former Prime Minister Justin Trudeau accused the Indian government of involvement in the murder of a Canadian Sikh activist. This accusation led to the expulsion of six Indian diplomats from Canada, contributing to a chill in relations. Carney described his visit to India as a pivotal moment, marking the end of this “challenging period” and the commencement of a more constructive engagement.

While Carney’s optimism is palpable, challenges remain. Recent comments from a senior Canadian official suggested that India had ceased its alleged operations of foreign interference within Canada’s borders. This assertion, however, has faced scrutiny from both security experts and members of the Liberal party, who caution that such claims do not accurately reflect Canada’s ongoing security landscape. Goldy Hyder, CEO of the Business Council of Canada, highlighted the significant investment opportunities in India, noting that the country is set to construct over 20 international airports and numerous domestic ones.

Carney also touted Canada’s abundant energy resources, advocating for increased liquefied natural gas exports to Asia. He underscored the country’s competitive tax environment, reducing the marginal effective tax rate for new investments to 13 per cent—less than that of both the United States and the G7 average. With around two million Canadians of Indian ancestry, the Prime Minister framed the partnership as a natural fit, leveraging cultural and economic links to strengthen bilateral ties.

As Canada seeks to regain its footing in the global trading landscape, it faces stiff competition. Recent trade agreements between India and other nations, including the European Union, New Zealand, and the United Kingdom, have positioned these countries favourably in accessing the Indian market. The urgency for Canada to seal its trade deal with India grows as it lags behind its competitors, necessitating swift action to enhance its economic standing.
