Prime Minister Mark Carney has announced ambitious plans to finalise a trade agreement with India by year-end, signalling a renewed commitment to strengthening ties with the vast South Asian nation. Addressing approximately 100 business leaders in Mumbai, Carney described his visit as a pivotal moment, marking the end of a strained period in Canada-India relations and the dawn of a more collaborative and dynamic partnership with the world’s fifth-largest economy.

Canada and India’s relationship has been fraught with tension, particularly following allegations made by former Prime Minister Justin Trudeau in 2023, which implicated Indian officials in the murder of a Canadian Sikh activist. This accusation led to a significant diplomatic fallout, culminating in the expulsion of six Indian diplomats from Canada in 2024, a move attributed to their involvement in a campaign of intimidation against Canadians.

Carney’s current initiative to mend these ties comes amid scrutiny over statements made by a senior official in his government, who suggested that India has ceased its alleged foreign interference in Canada. This assertion has faced immediate backlash from both security experts and Liberal MPs, who contend that the threats posed by foreign interference remain a pressing issue. Foreign Affairs Minister Anita Anand has emphasised that no nation is exempt from scrutiny regarding foreign meddling.

A Pragmatic Approach to Foreign Policy

While Canada grapples with these complex dynamics, India’s envoy to Canada, Dinesh Patnaik, has firmly stated that India has never engaged in interference within Canadian affairs. In his address, Carney acknowledged the shifting landscape of global politics, where major powers are increasingly employing economic pressures to assert dominance over smaller nations. Goldy Hyder, CEO of the Business Council of Canada, noted the urgency with which both countries are moving to complete a trade agreement, highlighting India’s ambitious plans to construct over 20 international airports alongside numerous domestic facilities.

In a bid to attract Indian investment, Carney promoted Canada’s energy sector, particularly its capacity to export liquefied natural gas to Asia, which is expected to see significant growth. He emphasised the competitive advantage of Canada’s tax rates, which are markedly lower than those of the United States and half the average of G7 countries.

With around two million Canadians of Indian descent contributing to various sectors, Carney framed Canada as a natural ally for India, capable of facilitating access to the lucrative U.S. market. He pointed to the favourable trade conditions, noting that more than 85% of Canadian exports enter the U.S. tariff-free, a significant advantage in the North American market.

However, Canada’s previous diplomatic freeze has resulted in a loss of competitive edge in trade negotiations with India, as other countries such as the European Union and New Zealand have already secured favourable agreements, reducing barriers for their exports to India.
