The UK government has announced a transformative initiative aimed at establishing 10,000 new foster care placements across England, addressing the urgent need for more family-based care for vulnerable children. This plan involves easing existing regulations and enhancing support for potential foster carers, in a bid to alleviate the significant shortage that has led to many children being placed in residential care rather than with families.
Easing Restrictions for Foster Carers
Under the new proposals, the government intends to simplify the process of becoming a foster carer, particularly for those who may be full-time employees. Current restrictions that limit eligibility based on marital status, homeownership, or employment will be reviewed, making it more accessible for a diverse range of individuals to step forward and provide crucial support to children in need.
Josh MacAlister, the Minister for Children and Families, emphasised the necessity of family environments for children, stating, “Reversing the decline in the number of available foster places is an urgent priority.” The initiative aims not only to increase the number of placements but also to ensure that these homes are suited to meet the unique needs of each child.
The Current State of Foster Care in England
Statistics reveal a concerning trend: the number of foster carers has decreased from approximately 63,890 in 2021 to 56,345 as of March 2025, marking a 12% decline. The Fostering Network has highlighted that the pressures within the current care system have resulted in more carers leaving than joining. Over the past year alone, there has been a loss of 1,140 foster placements available to children.
The situation is compounded by the fact that over 81,000 children are currently under local authority care, with two-thirds having been removed from their birth families due to abuse or neglect. Regrettably, the number of young people placed in residential homes has surged by 9%, highlighting the pressing need for more foster families.

The government’s plan also includes provisions for enhancing support systems for foster carers. This encompasses initiatives like the Mockingbird programme, which brings together groups of foster families to share resources, advice, and respite care, fostering a sense of community akin to an extended family.
Sarah Thomas, chief executive of the Fostering Network, welcomed the government’s focus on foster care, stating, “This much-needed focus on foster care will ensure that thousands more children can be cared for in homes that are right for their needs.” The aim is to create an environment where foster carers feel supported and empowered to make a significant difference in children’s lives.

Roxy Wilson, a participant on BBC’s The Traitors, shared her journey of moving between several homes before settling with her foster mother, Judy. She remarked, “You need settled moments in your life, especially as a kid. I think fostering is the best thing you can do to give a child that loving and settled feeling.”
Similarly, foster carers Hana and Fahad have witnessed the life-changing impact of opening their home to a foster child. Their experiences highlight the profound sense of fulfilment that comes from providing a secure and loving environment. “To be able to offer that security, that home and the love… has been indescribable,” Hana expressed, underscoring the transformative nature of fostering.
