In a significant diplomatic move, Oman has facilitated indirect discussions between Iran and the United States regarding Tehran’s controversial nuclear programme. This development comes in the wake of escalating tensions following US military actions against Iranian nuclear facilities and a violent crackdown on protests within Iran. The meetings, which took place on Friday near Muscat, aim to de-escalate the situation and pave the way for future negotiations.

Diplomatic Engagement in Muscat

Oman’s involvement in mediating the talks was confirmed in a public statement that detailed the separate visits of Iranian and American officials to the Omani foreign minister, Sayyid Badr al-Busaidi. While the precise outcomes of the discussions remain unclear, the palace in Muscat was notably devoid of activity after the officials departed, suggesting that this round of talks may have concluded for the day.

These discussions mark a return to Oman, a neutral ground for diplomacy, following a previous round of talks that fell apart after Israel’s military actions against Iran in June. The US airstrikes during that period reportedly damaged critical infrastructure in Iran’s nuclear programme, including centrifuges used for uranium enrichment.

America’s Military Posture and Regional Concerns

US officials, including Secretary of State Marco Rubio, believe that Iran’s current regime is facing unprecedented challenges, particularly after nationwide protests that questioned the authority of Supreme Leader Ayatollah Ali Khamenei. The subsequent violent response from the Iranian government, which resulted in thousands of deaths and mass arrests, has heightened tensions further.

With military assets, including the aircraft carrier USS Abraham Lincoln, positioned in the region, the US has considerable force at its disposal. However, the effectiveness of such a show of strength in altering Iran’s behaviour or government remains uncertain. Gulf Arab nations are particularly apprehensive about any potential conflict, fearing that an all-out war could engulf the region.

Omani Palace Hosts High-Level Discussions

The meetings at the Omani palace, a site previously used for diplomatic engagements between Iran and the US, saw Iranian officials first arrive before the Americans did. After a series of closed-door discussions lasting roughly an hour and a half, Oman’s Foreign Ministry issued a statement indicating that al-Busaidi had met separately with both Iranian Foreign Minister Abbas Araghchi and US Middle East envoy Steve Witkoff.

The focus of these consultations was reportedly on creating a conducive environment for resuming diplomatic negotiations, emphasising the importance of achieving lasting security and stability in the region. However, neither the Iranian nor the American sides provided any detailed accounts of the discussions.

Iran’s Stance on Nuclear Negotiations

Ahead of the talks, Araghchi expressed Iran’s commitment to a diplomatic approach, urging that any agreements must be built on principles of mutual respect and equal standing. Meanwhile, Khamenei’s adviser praised Araghchi as a capable negotiator, reflecting the regime’s backing for the diplomatic effort.

While Iran maintains that the only topic of discussion will be its nuclear programme, reports suggest that other regional powers, including Egypt, Turkey, and Qatar, proposed a framework that would involve halting uranium enrichment for three years and relocating highly enriched uranium out of the country. However, Iranian officials have indicated that certain demands, such as abandoning their nuclear programme, are non-negotiable.
