In a rapidly developing story out of Edmonton, Sam Jaber, a board member of Invest Alberta Corp., has opted to take a temporary leave from his position following a police search of his accounting firm linked to a broader investigation into procurement irregularities within Alberta’s health care system. This move comes just days after the Royal Canadian Mounted Police (RCMP) executed a search warrant at Jaber’s firm, Jaberson & Associates, as part of their ongoing inquiry.

Background of the Investigation

The controversy surrounding Alberta’s procurement processes first garnered attention in February 2023, when allegations surfaced regarding inflated contracts awarded to private companies and potential political interference in the operations of Alberta Health Services. The RCMP confirmed in March 2025 that they were probing these allegations, focusing particularly on several contracts issued by the provincial health agency.

Among the entities under scrutiny is MHCare Medical Corp., which received a staggering $70-million contract in late 2022 for the importation of children’s medication from Turkey. Alarmingly, while Alberta Health Services disbursed nearly the entire contract amount, only a fraction of the ordered medication—approximately one-third—actually arrived in the province.

Jaber’s Departure from Invest Alberta

Sam Jaber, who was appointed to the Invest Alberta board by Premier Danielle Smith’s government in late 2023, is closely tied to MHCare. He is listed as the chief financial officer of the company, and corporate records indicate that his accounting firms have served as registering agents for various business ventures associated with MHCare’s owner, Sam Mraiche.

In light of the ongoing investigation, a notice has been added to Jaber’s biography on the Invest Alberta website, stating, “Sam Jaber has informed the Board that he is voluntarily taking a temporary leave of absence from his duties as a member of the Invest Alberta Board until such time he is able to dedicate his time and energy more fully to the goals of the organization.” The board chair has accepted this request, allowing for a smoother operation during this tumultuous period.

Matthew Nathanson, Jaber’s legal representative, expressed confidence in his client’s integrity, asserting, “We are confident that a fair and balanced investigation will reach this conclusion.” He further emphasised Jaber’s decision to step back as a means to prevent distractions from Invest Alberta’s essential work.

Political Reactions and Accountability

The situation has not gone unnoticed in the political arena. Naheed Nenshi, the Leader of the New Democratic Party, raised questions in the legislature about the nature of Jaber’s leave, suggesting it should have been mandated by the government rather than being a voluntary decision. In response, Joseph Schow, the Government House Leader, confirmed that Jaber had indeed “stepped down” while praising the significant contributions of Invest Alberta in attracting business to the region.

The board of Invest Alberta, established to facilitate investment opportunities in the province, has continued its operations amidst the unfolding investigation. An official statement on their website reassured stakeholders, stating, “During this period, the remaining Board members will continue their important work to attract investment and support the growth and diversification of Alberta’s economy.”

Ongoing Investigations

The RCMP’s investigation extends beyond Jaber, with searches conducted at various locations, including the offices of MHCare. The police have also visited the residence of Jitendra Prasad, a former senior procurement official at Alberta Health Services, who has connections to Mraiche.

In the lead-up to Jaber’s appointment, it was noted that discussions surrounding his potential role at Invest Alberta were prioritised by the Premier’s Office. Records obtained through an access to information request revealed that correspondence among government officials indicated a strong push for Jaber’s appointment, which was formalised just weeks later.

Why it Matters

The unfolding events surrounding Sam Jaber and the investigation into Alberta’s health care procurement practices highlight critical issues of accountability and transparency within government operations. As allegations of misconduct emerge, the integrity of public institutions and the trust of Alberta’s citizens are at stake. This investigation not only impacts those directly involved but also raises broader questions about governance and ethical standards in provincial dealings, which could have lasting implications for Alberta’s political landscape.
