A deeply unsettling narrative is emerging from an inquest investigating the tragic deaths of a family found dead in Prince Rupert in June 2023. Four lives were lost—father Christopher Duong, mother Janet Nguyen, and their two young sons—just days after Duong voiced fears for their safety, alleging a targeted attack against him. This inquiry, which commenced on Monday, seeks to unravel the circumstances surrounding this heartbreaking case, with testimonies revealing a troubling backdrop of gang affiliations and police encounters.

Under the Shadow of Violence

RCMP Constable Jason Kettle’s testimony provided a chilling insight into the events leading up to the family’s demise. On June 10, 2023, Kettle responded to a call regarding an abandoned vehicle—a Mercedes-Benz SUV registered to Nguyen. The vehicle was found obstructing traffic, with the rear door ajar, revealing luggage, a substantial amount of cash, and ammunition for a bear banger.

Kettle recounted that Nguyen expressed concerns about being followed but felt unable to trust the police enough to share details. Duong, when questioned, disclosed his belief that a “hit” had been ordered on him, indicating that he and his family were in grave danger. “He believed that his family was being targeted or would be targeted,” Kettle relayed, underscoring the precarious situation they found themselves in.

A Disturbing Encounter

Constable Jordan Kealty corroborated Kettle’s account, describing Nguyen as visibly distressed, claiming someone had been tailing her and surveilling their home. Following this unnerving exchange, Duong declined to cooperate further with police, opting instead to remain mobile throughout the night, a choice that would tragically precede the family’s discovery three days later.

During the inquest, it was revealed that Duong was apprehended under the Mental Health Act after this incident. Kettle was tasked with ensuring that Nguyen and the children returned to their home safely. He reported to the Ministry of Children and Family Development, although he did not specify the details shared with them. His primary concern was the wellbeing of the children amidst a backdrop of escalating worry.

The Heartbreaking Aftermath

The inquest also brought forward poignant testimonies from the family’s loved ones. Joanne Nguyen, Janet’s sister, spoke tearfully of her sister’s devotion to her family and highlighted Duong’s role as a loving husband and father. “To lose one is unbearable, to lose all four is beyond words,” she lamented, emphasising the profound loss felt by their family and community.

Additionally, medical testimonies indicated that Duong had sustained a brain injury in a car accident a year prior, raising questions about the impact this may have had on his mental state. The circumstances surrounding the family’s deaths continue to unfold, with no suspects currently identified by police, who assert there is no ongoing threat to the public.

Adding to the complexity of this case are past allegations against Duong, described in a 2015 civil claim as a “violent gang member and drug trafficker.” The claim detailed a meeting involving Duong and other individuals linked to organised crime, where authorities seized $4,890 and cocaine found in Nguyen’s purse. This history raises significant concerns about the pressures the couple may have faced from criminal elements, as well as the subsequent risks to their family.

The coroner’s inquest aims to establish the factual basis surrounding the family’s tragic end, seeking to provide clarity and prevent similar occurrences in the future. It is a delicate balance of understanding the family’s plight, the societal context in which they lived, and the actions of law enforcement during a critical moment.

Why it Matters

The devastating loss of the Duong-Nguyen family resonates deeply within the community and highlights the urgent need for systemic changes in how mental health crises and potential gang violence are addressed. This inquest not only serves to honour the lives lost but also acts as a call to action for better protective measures for families entangled in cycles of violence and fear. Understanding the nuances of their story could pave the way for more compassionate and effective responses from law enforcement and social services, ensuring that no family faces such a tragic fate again.
