Canada is embarking on a transformative journey in its international education landscape, evidenced by a significant agreement reached with India. During Prime Minister Mark Carney’s recent trip to the subcontinent, a collaborative initiative named the Canada-India Talent and Innovation Strategy was unveiled, showcasing 13 new partnerships between Canadian and Indian universities. This move signals a strategic pivot in how Canada aims to broaden its global influence through academic cooperation.
A New Era of Educational Collaboration
The recent agreement aims to deepen ties between the two nations by fostering partnerships, joint research initiatives, and the exchange of students and faculty. Gabriel Miller, president of Universities Canada and a member of the delegation that visited India, emphasised the importance of this development. He noted that education and research are now at the forefront of the Canada-India relationship, with Indian institutions actively seeking partnerships to enhance their economic aspirations.
“This is the beginning of a fundamental shift,” Miller remarked. He highlighted the global desire for knowledge and the commercialisation of education, urging Canada to leverage its extensive academic resources as part of its international and economic objectives.
Historically, thousands of Indian students have chosen Canadian universities and colleges for their higher education. However, the new strategy aims to create more robust connections and collaborative opportunities that extend beyond traditional student exchanges.
Strengthening Canada’s Position in Global Education
David Hornsby, vice-provost for academic and global learning at Carleton University, pointed out that this initiative represents a significant evolution in the Canadian government’s perception of universities as key players in foreign policy. He believes that Carney recognises the potential of Canadian universities to enhance Canada’s standing as a middle power on the global stage.
“Universities have a unique capacity to foster enduring relationships,” Hornsby stated. He noted that Canadian institutions must work to catch up with countries like Australia and the UK, which have more established international education frameworks. His recent observations in Australia revealed that many universities there have already set up branch campuses in various countries, including India and China, illustrating a proactive approach to global education.
Notable Partnerships and Future Initiatives
Among the universities involved in the agreement are prominent institutions such as the University of British Columbia (UBC), Dalhousie University, and the University of Toronto. These universities have signed memoranda of understanding with several Indian counterparts, marking a pivotal step in academic collaboration.
Benoit-Antoine Bacon, president of UBC, echoed the sentiment of transformation during his visits to India. He remarked, “India is not the country it once was, and we need to honour that.” Bacon highlighted the necessity of establishing strategic partnerships in research areas such as artificial intelligence and life sciences.
A significant announcement from UBC was the establishment of a permanent South Asia hub in Mumbai, originally launched 18 months ago. Additionally, UBC has partnered with Atlas SkillTech University to introduce a two-plus-two degree programme, allowing students to complete two years of study in India before finishing their degrees at UBC’s Okanagan campus in British Columbia. The inaugural cohort is set to commence their studies in 2028, with plans for expansion of similar partnerships in the future.
