Spending on shade, ventilation and cooler public buildings yields little immediate profit, even if it reduces long‑term climate costs. Baroness Brown’s committee has noted that the Climate Change Act gives the mitigation side legally binding carbon budgets, while adaptation remains a voluntary exercise: “Essentially, the government writes an essay, and our job is to say, is it doing the things it said would do in its essay. It’s not actually to say, are these things any good.” The imbalance is not merely rhetorical; it shapes funding priorities and public perception.

The physics of cooling underscore the stakes. Air‑conditioning does not destroy heat; it moves it – from inside the flat to the street, where it warms the air that neighbours breathe. Santamouris’s studies of Sydney show that this waste heat can increase demand for additional cooling by about a third. As wealthier households cool their rooms, the rest fall further behind, creating a thermal divide that spreads street by street. The technology also strains the electricity grid at its most vulnerable moments. Cooling demand peaks on still, hot evenings, precisely when wind generation drops and solar output fades, forcing gas plants to fill the gap. This extra generation releases greenhouse gases, compounding the very problem that drives the need for cooling. Moreover, heat itself weakens supply: gas turbines lose efficiency as ambient temperatures rise, and several UK plants had to be shut down in June.

Policy, Politics, and the Power Grid

Despite the environmental warnings, consumer behaviour tells a different story. Demand for portable air‑conditioning units is “through the roof”, irrespective of subsidies or ecological concerns. The evidence from experts is clear: passive cooling first, mechanical cooling only where truly necessary, powered by clean energy, and a focus on protecting the vulnerable – lessons Britain should have learned from France’s deadly 2003 heatwave. Santamouris warns that if the UK continues on its current path, it may soon face the same “another sun” scenario seen in Tokyo, where AC exhaust generates roughly a thousand watts of waste heat per square metre – comparable to solar radiation at noon.

Jo Shields says, “It’s our survival.” Most days she tries to bury the thought because “otherwise it terrifies me.” Mandy Bourne, meanwhile, is grateful for the community room’s air‑conditioning, which offers a brief reprieve. “We sit there all day with it on, it helps so much I want one in my flat,” she says, clutching her inhaler as the heat outside continues to climb.

Why it Matters

The summer of 2026 has laid bare a nation at a crossroads. The same brick‑wrapped homes that once symbolised post‑war resilience now trap lethal heat, pushing the most fragile citizens to the edge of survival. The debate over air‑conditioning is not merely about comfort; it is a litmus test of Britain’s commitment to climate adaptation, social equity and energy security. If the country continues to prioritise carbon mitigation at the expense of adaptation, the most deprived neighbourhoods – already seven times more likely to suffer extreme heat – will bear the brunt of a warming planet. Conversely, an unbridled rush to install mechanical cooling without clean power and robust planning risks overwhelming the grid, inflating emissions and deepening the thermal divide. The choices made now will shape whether future summers are survivable for all, or a relentless trial of who can afford the cool. The stakes could not be higher.
