A startling new analysis reveals that over 16 million individuals in England and Wales face heightened risks of death from cardiac arrest due to a lack of accessible defibrillators. Research conducted by the Heart Restart campaign highlights a troubling reality: a significant portion of the population resides more than a 1km round trip from a 24/7 defibrillator, raising serious concerns about survival rates in emergency situations.
The Prevalence of Cardiac Arrest and the Importance of Early Intervention
In the UK, approximately 40,000 out-of-hospital cardiac arrests occur annually, yet fewer than 10% of those affected survive. The critical window for intervention is exceedingly narrow. Evidence shows that immediate cardiopulmonary resuscitation (CPR) and the use of a defibrillator can more than double the chances of survival. With every passing minute without intervention, the likelihood of survival diminishes by up to 10%, underscoring the vital role these devices play in emergency care.
The Heart Restart campaign’s findings indicate that the majority of local authorities in England and Wales have residents who are not within the recommended three- to five-minute brisk walk to a defibrillator. The analysis reveals that in 264 out of 318 local authority areas, more than half the residents are situated too far from life-saving equipment, highlighting a severe access disparity.
Geographic Disparities in Access to Defibrillators
The research has unveiled alarming inequalities in access to defibrillators across different regions. In Harlow, for instance, over 70% of residents are located at least a 10-minute walk away from a publicly available 24/7 defibrillator. Birmingham presents a similar picture, where nearly half a million individuals live more than 500 metres from the nearest device. Contrast this with the City of London, where every resident is within the recommended distance, and 77% of Hartlepool’s population enjoys similar access.
This stark contrast raises critical questions about health equity and the adequacy of emergency resources in densely populated yet deprived areas. The Heart Restart campaign has identified several key areas in need of immediate attention, including Barking and Dagenham, Liverpool, and parts of Scotland and Northern Ireland, where the distances to defibrillators are disproportionately long.
Initiatives to Address the Defibrillator Shortage
In response to these troubling findings, the British Heart Foundation (BHF) has launched a new community defibrillator initiative, aiming to distribute 400 24/7 accessible defibrillators to areas identified as ‘defibrillator deserts’. This effort highlights the urgent need for local communities to engage in proactive measures to increase the availability of life-saving devices.
Sam Kennard, the community defibrillator manager at the BHF, emphasised the critical nature of rapid access to defibrillators: “Survival chances drop by up to 10% for every minute without CPR and defibrillation,” he stated. The call for more devices is echoed by healthcare professionals, who stress that no one should be disadvantaged based on their geographic location when it comes to survival chances in a cardiac emergency.
Advocates, including Luke Taylor, the Liberal Democrat MP for Sutton and Cheam, are pushing for governmental support to facilitate the installation of community defibrillators. Taylor proposes eliminating VAT on defibrillators and related equipment, arguing that such measures would empower communities to install these vital devices where they are most needed.
