A delegation from several First Nations in British Columbia recently visited Ontario to gain insights into nuclear power and the potential of small modular reactors (SMRs) as a means to address the province’s anticipated electricity demand. As Ontario advances plans for the construction of up to four SMRs, leaders from the Haisla Nation, Metlakatla First Nation, Nisga’a Nation, Halfway River First Nation, and Ts’il Kaz Koh First Nation are assessing whether similar technology could be applicable in British Columbia.
Seeking Knowledge on Nuclear Technology
Chief Wes Sam of the Ts’il Kaz Koh First Nation expressed a desire to understand the implications of nuclear technology for his community and the province. “Is it the right thing? I don’t know, I’m trying to determine that,” he remarked. “I’m not for or against, but I like to educate myself and so does my community, and maybe the province of B.C. should look into potential possibilities.”
The urgency to explore various energy options is driven by B.C.’s projected surge in electricity demand over the next 20 years. While the provincial government is focusing on wind and solar energy, First Nations are keen to investigate every avenue to ensure sustainable energy solutions for the future.
A New Frontier for B.C. Energy
Chief Sam highlighted that while many infrastructure co-ownership models are already established for liquefied natural gas (LNG) facilities and port infrastructure, introducing advanced nuclear power like SMRs marks a significant shift for British Columbia. “As we lead major industrial decarbonisation efforts across northern B.C., we must proactively evaluate every potential low- and zero-emission power option to sustain our economies and secure our clean energy future,” he added.
Despite this exploration, the B.C. government has indicated that nuclear energy is not currently part of its energy strategy. Recent calls for power proposals attracted a significant amount of renewable energy projects, predominantly from Indigenous groups. This raises questions about the economic viability of implementing SMRs in B.C., especially considering that Ontario’s first reactor is still several years away from being operational.
Economic Feasibility Concerns
Experts have raised concerns regarding the economic justification for developing a nuclear industry in Western Canada. Tim Weis, senior director of the Industrial Decarbonization group at the Pembina Institute, noted that renewable energy sources are now more cost-effective than ever. “The evidence on that is pretty clear: renewables are lower cost than anything else right now, and that wasn’t the case, you know, 15 years ago,” Weis stated. He emphasised that wind, solar, and battery technologies are currently the most affordable electricity options available.
The leaders from the visiting First Nations clarified that their trip to Ontario was not an endorsement of nuclear energy. Instead, it was a fact-finding mission aimed at understanding a technology that may play a role in the future while prioritising renewable energy initiatives in the present.
