A delegation from several British Columbia First Nations recently journeyed to Ontario to delve into the potential of nuclear energy, particularly small modular reactors (SMRs), as a means to address the province’s escalating electricity requirements. With Ontario planning to construct up to four SMRs, leaders from the Haisla Nation, Metlakatla First Nation, Nisga’a Nation, Halfway River First Nation, and Ts’il Kaz Koh First Nation are now contemplating whether such technology could play a role in British Columbia’s energy future.
Seeking Energy Solutions
Chief Wes Sam of the Ts’il Kaz Koh First Nation expressed the importance of education in determining the viability of nuclear power for the region. “Is it the right thing? I don’t know, I’m trying to determine that,” he remarked. “I’m not for or against, but I like to educate myself and so does my community. Perhaps the province of B.C. should consider exploring all potential possibilities.”
With projections indicating a significant surge in electricity demand over the next two decades, British Columbia is primarily investing in renewable energy sources like wind and solar. However, First Nations leaders insist that all options must be evaluated to cater to future energy needs effectively.
The Case for Nuclear Energy
Sam highlighted that while co-ownership of infrastructure has been a well-established practice for Indigenous communities in various sectors, the introduction of advanced nuclear technology marks a new venture for B.C. “As we lead major industrial decarbonization efforts across northern B.C., we must proactively evaluate every potential low- and zero-emission power option to sustain our economies and secure our clean energy future,” he added.
Despite these aspirations, the B.C. government currently does not include nuclear power in its energy strategy. Officials have indicated that recent initiatives to boost power generation have attracted a plethora of proposals for renewable sources, predominantly Indigenous-led.
Economic Viability Questions
Concerns also linger regarding the economic feasibility of SMRs within British Columbia. Ontario’s first nuclear reactor is still several years away from completion, and industry experts suggest that establishing a nuclear sector from the ground up in Western Canada would be a protracted and costly undertaking.
Tim Weis, senior director of the Industrial Decarbonization group at the Pembina Institute, pointed out the current economic landscape, stating, “The evidence is pretty clear that renewables are lower cost than anything else right now… Wind, solar, and batteries represent the lowest-cost electricity we’ve ever seen from any technology, and they are effectively outperforming almost everything.”
