B.C. First Nations Investigate Nuclear Power Potential as Electricity Demand Soars

A delegation from several British Columbia First Nations recently visited Ontario to explore the prospects of nuclear power and small modular reactors (SMRs) as potential solutions to the province’s increasing electricity demands. Ontario is set to advance with plans to construct up to four SMRs, prompting discussions among B.C. Indigenous leaders about the feasibility of similar technologies in their region.

Seeking Energy Solutions

The Haisla Nation, Metlakatla First Nation, Nisga’a Nation, Halfway River First Nation, and Ts’il Kaz Koh First Nation are keen to assess whether nuclear technology could play a role in B.C.’s energy landscape. Chief Wes Sam of the Ts’il Kaz Koh First Nation expressed a desire for informed dialogue, stating, “Is it the right thing? I don’t know, I’m trying to determine that. I’m not for or against, but I like to educate myself and so does my community. Maybe the province of B.C. should look into potential possibilities.”

With forecasts indicating a significant rise in electricity demand over the next twenty years, B.C. is primarily investing in wind and solar power. However, First Nations leaders are conducting a comprehensive evaluation of various energy options to meet future requirements.

A New Frontier for British Columbia

Chief Sam highlighted the potential for collaboration in energy infrastructure, noting, “While infrastructure co-ownership is already a well-established model for our Nations across LNG plants, port infrastructure, and gas facilities, introducing advanced nuclear power like small modular reactors represents a completely new frontier for British Columbia.” He emphasised the necessity of examining every viable low- and zero-emission power option to ensure sustainable economic growth and a clean energy future.

Despite the interest from Indigenous leaders, the B.C. government has made it clear that nuclear energy is not currently part of its energy strategy. Officials have pointed out that recent calls for power procurement have attracted thousands of megawatts of proposals, primarily focused on wind and solar, with a substantial portion being Indigenous-led initiatives.

Economic Viability of SMRs

Scepticism remains regarding the economic feasibility of SMRs in B.C. Ontario’s first reactor is still years away from completion, and experts have noted that establishing a nuclear industry from scratch in Western Canada could be a lengthy and costly endeavour. Tim Weis, senior director of the Industrial Decarbonization group at the Pembina Institute, argued, “The evidence is pretty clear that renewables are lower cost than anything else right now. Wind, solar, and batteries are the lowest-cost electricity we’ve ever seen from any technology, and they’re essentially outcompeting almost everything.”

First Nations leaders have clarified that their recent trip was not an endorsement of nuclear power. Instead, it was an opportunity to gain insights into a technology that may become relevant in the future while renewable energy sources remain the immediate priority.
