In a significant diplomatic engagement, China’s Foreign Minister Wang Yi has proposed a doubling of Canadian exports to China by 2030, contingent on the maintenance of positive bilateral relations. During his three-day visit to Ottawa, Wang articulated his expectations for future cooperation, marking the first visit of a Chinese Foreign Minister to Canada in a decade. This meeting comes at a time when both nations are striving to redefine their relationship following years of economic and political tensions.

A New Chapter in Canada-China Relations

Wang’s remarks, delivered just before a meeting with Canada’s Foreign Affairs Minister Anita Anand, emphasised the importance of “strategic independence.” This phrase, frequently employed by Beijing, suggests a desire for Canada to diverge from the influence of the United States. “The ups and downs in China-Canada relations over these years have taught us many important lessons,” Wang stated, urging both nations to focus on mutual respect and shared benefits.

Anand responded positively, expressing Canada’s ambition to increase trade with China by 50% over the next four years. However, she was careful to assert that this goal would not come at the expense of Canada’s national security. Notably absent from the discussions was any mention of the recent transit of a Canadian warship through the Taiwan Strait—a move that had provoked a stern warning from Beijing.

Economic Aspirations and Conditions for Growth

Wang was optimistic about the potential for trade growth, suggesting that a stable bilateral relationship could see exports to China increase by as much as 100%. “I believe that if our bilateral relationship maintains a momentum of development, it can exceed 50%. China is on the cusp of becoming the world’s largest market, and it is eager to open its doors to Canadian products,” he remarked.

Economic Aspirations and Conditions for Growth

In 2025, Canadian merchandise exports to China were valued at $34.1 billion, highlighting the existing economic ties that both countries are keen to expand. However, the path to enhanced trade is laden with geopolitical complexities, as recent events have demonstrated.

The backdrop to Wang’s visit includes heightened tensions over Canada’s military activities in the region. The HMCS Charlottetown’s passage through the Taiwan Strait just days before the meeting raised eyebrows in Beijing, which issued strong statements opposing any actions that could threaten its sovereignty. Chinese Ambassador Wang Di had previously cautioned that further military manoeuvres could jeopardise the budding partnership between Canada and China.

While Prime Minister Mark Carney described the new partnership as a “basic reset of the relationship,” it is clear that both nations are still navigating sensitive waters. The relationship, once fraught with conflict, appears to be gradually evolving, yet the risk of missteps remains.

Strengthening Diplomatic Ties

As part of the commitment to improve ties, both Anand and Wang agreed to regularise annual meetings between their foreign ministers. They also announced the re-establishment of a “National Security and Rule of Law Dialogue,” aimed at addressing mutual concerns and interests. Furthermore, Canada accepted an invitation to be a “country of honour” at the upcoming China International Import Expo in Shanghai this November.

Notably, the two countries are poised to co-chair a high-level Economic and Financial Strategic Dialogue, signalling a concerted effort to solidify economic ties amidst the complexities of global trade.
