In a significant move to enhance bilateral relations, Prime Minister Mark Carney announced on Friday that Canada and France will solidify their defence and industrial collaboration through a new general security of information agreement. This announcement was made during Carney’s visit to Paris, alongside French President Emmanuel Macron at the Palais de l’Elysée, just days before the upcoming G7 summit.

Enhanced Defence Cooperation

During the joint statement, Carney highlighted the expanding partnership between Canadian and French businesses across various sectors, including energy, defence, critical minerals, and artificial intelligence. “What this means is an ability to exchange classified information between our defence, our space, our AI, and our aerospace sectors,” Carney remarked. This agreement underscores a commitment to deeper cooperative efforts in response to evolving global security challenges.

Senator Peter Boehm, who has facilitated Canadian participation in six previous G7 summits, noted that Carney’s pre-summit dialogue with Macron provides a strategic opportunity for collaboration. He anticipated that Carney would employ “pragmatic diplomacy” at the summit, especially following the attention garnered from his speech at the World Economic Forum in January, where he addressed the advent of a new era of global power rivalries.

It is also worth noting that this will be Macron’s tenth and final G7 summit as president, adding a layer of significance to the discussions.

Online Safety Discussions

In addition to defence topics, Macron and Carney also explored measures to enhance online safety for children. Macron pointed out that both nations share the objective of protecting young users from potential online harms. Earlier this year, French lawmakers passed a bill prohibiting social media access for children under 15, a concept gaining traction across Europe. In parallel, the Canadian Liberal government introduced Bill C-34, which seeks to regulate social media platforms and restrict access for those under 16 unless adequate safeguards are established.

Macron expressed his support for Canada’s online safety legislation, stating, “Thanks for joining the movement.”

G7 Summit Dynamics

Looking ahead to the summit, Boehm mentioned that discussions from previous years, such as those held at Kananaskis regarding artificial intelligence and the global economy, are likely to influence the agenda in Évian. A Canadian government official indicated that this year, leaders may opt for targeted statements on specific issues rather than a comprehensive final communiqué, a shift attributed to the complexities of consensus-building in the current geopolitical climate.

Boehm suggested that the decision to publish issue-specific declarations could be a reaction to the challenges of achieving agreement among diverse leaders, particularly in light of the divisive legacy of the Trump administration’s foreign policy.
