In a significant step toward revitalising bilateral relations, India’s Minister of Commerce and Industry, Piyush Goyal, has asserted that recent diplomatic engagements, including Prime Minister Mark Carney’s visit to India, have laid the groundwork for a comprehensive transformation of the Canada-India relationship. Goyal is in Canada this week for trade and investment discussions, signalling a renewed commitment from both nations to deepen their economic ties, with a target of establishing a free-trade agreement by 2026.

Revitalising Diplomatic Relations

Meeting with Canadian International Trade Minister Maninder Sidhu, Goyal emphasised the importance of the Canada-India partnership in the years to come. His comments come in the wake of a tumultuous period in which trade discussions were put on hold. Relations had soured last year after allegations emerged that the Indian government was implicated in the assassination of a Canadian Sikh activist in Surrey, British Columbia.

Despite these challenges, Goyal expressed optimism. He noted, “This time could be different,” highlighting a sense of urgency and intent on both sides to foster a collaborative relationship. The two nations have been in trade negotiations since 2010, but recent developments have injected fresh momentum into the dialogue.

Prime Minister Carney’s visit to India in March marked a pivotal moment in bilateral relations, being the first by a Canadian prime minister in eight years. During his trip, Carney met Indian Prime Minister Narendra Modi, culminating in the signing of several significant agreements. Among these was a landmark $2.6 billion deal to supply uranium for India’s nuclear energy programme, alongside ten additional commercial agreements valued at over $5.5 billion.

Goyal remarked that Carney’s visit “completely changed the way Canada and India looked at each other,” setting the stage for “a complete overhaul” of their relationship with new agendas and objectives. He underscored the rapid pace at which both nations are moving forward, driven by a shared desire for collaboration.

Expanding Economic Horizons

In addition to the ambitious goal of a free-trade agreement, Canada and India aim to triple their trade volume to US$50 billion by 2030. Goyal’s delegation includes over 100 representatives from India’s top industries, including mining, energy, automotive, and aerospace, marking one of the largest business delegations to Canada in history.

Minister Sidhu noted the informal channels of communication, dubbed “WhatsApp diplomacy,” that have facilitated ongoing dialogue. He confirmed that a Canadian delegation will travel to India later this year to continue trade discussions, indicating a proactive approach to nurturing this burgeoning economic partnership.

The Liberal government has set an ambitious agenda to double non-U.S. exports over the next decade, boasting about signing 20 strategic trade and defence agreements globally in the past year. Prime Minister Carney has embarked on 17 international trips spanning 25 countries since taking office in March 2025, demonstrating a robust commitment to international trade.
