In a significant diplomatic gesture, Prime Minister Mark Carney and Philippine President Ferdinand Marcos Jr. finalised a series of agreements in Vancouver on Thursday, aimed at enhancing cooperation across various sectors, including energy, natural resources, and labour. This marks the first visit by a Philippine leader to Canada in over a decade, underscoring a renewed commitment to strengthen bilateral relations and explore the potential for a comprehensive trade deal.

During a joint press conference, President Marcos expressed optimism about the partnership between the two nations, highlighting shared goals and aspirations. “We share the same aspirations, in terms of what we would want to achieve in the world,” he remarked, signalling a desire for closer collaboration.

We will make sure they are treated fairly, can work safely and have their rights respected.”

Marcos reiterated the importance of fostering a “mutually beneficial talent pipeline,” emphasising that Filipino professionals should be able to practise their skills in Canada. “To unleash this full potential, it is essential that Filipino professionals are able to practice their professions in Canada,” he stated, calling for ongoing collaboration between federal and provincial governments.

A Deepening Relationship

The significance of this relationship is further reflected in the growing Filipino-Canadian community, with nearly one million individuals identifying as Filipino in the 2021 census. Carney described Filipino-Canadians as “at the very heart” of Canada, with their contributions extending beyond the labour market to encompass cultural and social dimensions.

The agreements also build on previous arrangements in defence and security, as both countries recognise the importance of a strategic partnership in addressing shared challenges. Asia Pacific Foundation vice-president Vina Nadjibulla noted that the Marcos visit illustrates the success of Canada’s Indo-Pacific strategy, which has expanded from personal connections to a broader partnership encompassing trade, investment, and security.

Canada’s involvement in maritime security initiatives, including dark vessel detection, has proven beneficial to the Philippines, aiding in the identification of illegal fishing activities.
